1, qualification and reputation

2. Technical conditions
Professional equipment is complete and reasonable, and the main technical person in charge or chief engineer of the enterprise and the main professional and technical personnel are equipped in accordance with the provisions of the corresponding special qualification standards for engineering design.
3, technical equipment and management level
(1) It has necessary technical equipment and a fixed workplace.
(2) The organizational structure, standard system and quality management system of enterprise management operate effectively.
Paragraph 1 of Article 9 of the Regulations on the Administration of Construction Engineering Survey and Design Qualification
Grade B in engineering design (except for Grade B in engineering design involving railways, transportation, water conservancy, information industry and civil aviation) and below shall be licensed by the competent construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The specific implementation procedures shall be determined by the competent construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government according to law.
The competent construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, within 30 days from the date of making the decision, report the decision to grant the qualification license to the competent construction department of the State Council for the record.
Eleventh for the first time to apply for engineering design qualification shall submit the following materials:
1. Engineering design qualification application form and electronic document;
2. Copy of business license of enterprise legal person and partnership enterprise;
3. A copy of the company's articles of association or partnership agreement;
4 copies of the identity certificates of the legal representative and partners of the enterprise;
Five copies of the identity certificate, employment documents, graduation certificate and professional title certificate of the person in charge of the enterprise, the main technical person in charge or the chief engineer, and the main technical person in charge or the chief engineer shall provide the Basic Information and Performance Form of Professional and Technical Personnel;
Six copies of the identity certificate of the registered employees listed in the Application Form for Engineering Design Qualification, and the registration change form or initial registration form stamped by the provincial registration administration department where the enterprise is registered;
7. Copies of identity certificates, professional title certificates and graduation certificates of non-registered professional and technical personnel required by engineering design qualification standards, and Basic Information and Performance Table of Professional and Technical Personnel of non-registered leading professionals;
8. The home page of the labor contract signed by the main professional and technical personnel (registered or unregistered) and the enterprise according to law (including the names of both parties to the contract, the starting and ending time of employment, signature and effective date), the certificate of termination of the employment contract with the original employer or a copy of the social security certificate for the past month; Among them, the main professional and technical personnel engaged in engineering design in the army or colleges and universities do not need to provide social security certificates, but they need to provide personnel certification materials from the higher personnel department of their units;
9. Proof of office space and copy of property right certificate issued by the owner; If it is leased or borrowed, the certificate of property rights of the lessor (borrower) and a copy of the lease contract or loan agreement of both parties shall be issued.
