Legal analysis: Monitoring project belongs to security engineering and is a part of building intelligence. Security engineering has two qualifications: special engineering qualification and construction qualification. First, the general contracting of communication engineering construction is Grade III or above, or the professional contracting of telecommunication engineering is Grade III or above, or the national communication information network system integration is Grade B or above; Two, the national building intelligent professional contracting level 3 (construction) or above, or building intelligent engineering design and construction qualification certificate level 2 or above, or the national communication information network system integration level 2 or above.
Legal basis: Regulations on Safety Production License
Article 1 In order to strictly regulate the conditions for safe production, further strengthen the supervision and management of safe production, and prevent and reduce production safety accidents, these Regulations are formulated in accordance with the relevant provisions of the Law of People's Republic of China (PRC) on Safe Production.
Article 2 The State applies a safety production license system to mining enterprises, construction enterprises and enterprises producing dangerous chemicals, fireworks and firecrackers and explosives for civil use (hereinafter referred to as enterprises). Enterprises that have not obtained the safety production license shall not engage in production activities.
