Haikou is tropical. In the south of China, the cold air from the north can't form snowflakes because of the tropical temperature, so it won't snow in Haikou in winter. It's true that it doesn't snow in Hainan, because the lowest temperature in Hainan is about ten degrees. If it is in the south of Hainan Island, the temperature will be higher in winter and will not reach the level of snow.
Because Haikou is close to the equator and it is Changchun all the year round, it can't snow. Snow is a natural phenomenon, a process in which water vapor in the air condenses and then falls to the ground again. When they encounter cold air, they will form precipitation and return to the earth's surface. There are two kinds of precipitation, one is liquid precipitation, which is rain, the other is solid precipitation, which is snow or hail.
