The term "local chronicles" as mentioned in these Measures includes local chronicles, historical books, local comprehensive yearbooks and relevant local documents. Article 3 Local people's governments at or above the county level shall lead the work of local chronicles in their respective administrative areas and incorporate the work of local chronicles into local economic and social development plans.
The funds required for the work of local chronicles are included in the fiscal budget at the corresponding level. Article 4 Local people's governments at or above the county level shall be in charge of local chronicles within their respective administrative areas and perform the following duties:
(a) responsible for the implementation of laws, regulations, rules and policies related to the work of local chronicles, and supervise the implementation;
(two) to formulate long-term plans and annual plans for the work of local chronicles within their respective administrative areas, and organize their implementation;
(3) Organizing, guiding and managing the compilation of local chronicles, historical books and local comprehensive yearbooks within their respective administrative areas;
(4) Collecting, preserving and studying local chronicles and other materials, and organizing the collation of old chronicles;
(5) Organizing the development and utilization of local records resources. Formulate and implement the information management norms of local chronicles resources;
(six) other work within the scope of responsibility of the local records work agency. Fifth provincial people's government to develop the overall work plan for the compilation of local chronicles in this administrative region. The local chronicles office of the local people's government at or above the county level is responsible for organizing the compilation of local chronicles and local comprehensive yearbooks named after the administrative region at the corresponding level, and no other unit or individual may compile them.
Encourage and support relevant departments and units to compile local records such as departmental records and professional records. Article 6 Departments and units undertaking the compilation of local chronicles shall guarantee the working conditions and funds, and the editors shall combine full-time and part-time jobs; Departments and units with heavy compilation tasks shall be equipped with full-time personnel in the local records work institutions. Seventh local chroniclers should have the corresponding professional knowledge and compilation ability, and be competent for the compilation work undertaken.
Editors of local chronicles should be loyal to their duties, keep secrets, seek truth from facts, and comprehensively and objectively describe the history and present situation of nature, politics, economy, culture and society. Eighth local people's governments at or above the county level shall strengthen the training of local chroniclers and attract experts and scholars to participate in the compilation of local chronicles. Ethnic autonomous areas should absorb their own ethnic personnel to participate in the compilation of local chronicles. Article 9 The compilation of local chronicles should strengthen investigation and study, so as to make a comprehensive, objective and systematic account, with correct viewpoints, reliable information, accurate data, rigorous style and reasonable structure. Tenth provincial, municipal and county local chronicles are compiled every 20 years or so. The newly established administrative region is organized and compiled according to the work plan of local chronicles in our province. Eleventh local people's governments at or above the county level shall establish a local records appraisal system, and organize relevant departments, experts and scholars to appraise local records at the corresponding level. Twelfth provinces, cities and counties in the province's overall planning within the scope of the publication of local chronicles, the implementation of inspection and acceptance system.
Provincial local chronicles shall be accepted by institutions organized by the provincial people's government and published after approval by the provincial people's government.
Municipal local chronicles shall be accepted by the acceptance agency established by the provincial people's government, and published and distributed after approval by the provincial people's government.
Local chronicles at the county level shall be checked and accepted by the municipal (state) people's government or an authorized institution, and published and distributed after being approved by the municipal (state) people's government. Article 13 Local chronicles and local comprehensive yearbooks named after the administrative regions of provinces, cities (prefectures) and counties (cities, districts) are job works. According to the provisions of paragraph 2 of Article 16 of the Copyright Law of People's Republic of China (PRC), the copyright shall be enjoyed by the local chronicles working institutions that organize the compilation, and the persons who participate in the compilation shall enjoy the right of signature. Fourteenth local people's governments at or above the county level shall establish an annual report system for local chronicles, collect and sort out local chronicles in related fields inside and outside the province and various local chronicles; Various materials formed during the compilation of local chronicles shall be properly kept; You can consult, extract and copy the relevant materials, and the relevant units and individuals shall support them. Except those involving state secrets, commercial secrets, personal privacy and those that do not meet the conditions for filing a case.
The owner or holder of local chronicles may get appropriate remuneration for providing relevant information, but shall not intentionally provide false information. Fifteenth organs, social organizations, enterprises and institutions shall preserve, develop and utilize relevant local chronicles. Sixteenth local people's governments at or above the county level shall actively develop and utilize local chronicles, strengthen the informatization construction of local chronicles and improve the local chronicles information resource network through the construction of local chronicles, databases and websites.
Local records offices of local people's governments at or above the county level shall provide local information consulting services for citizens, legal persons and other organizations by using local records, databases and websites.
