According to the Land and Resources Law of People's Republic of China (PRC), the Urban Planning Law of People's Republic of China (PRC) and relevant laws and regulations, the specific procedures for converting agricultural land into industrial land are as follows:

1. declaration: after the approval of the relevant departments, the construction unit or individual shall apply to the Planning Bureau of the jurisdiction where the construction project is located for the construction land planning permit with relevant materials. When filling in the Application Form for Construction Project Application Service, the following materials should be attached: 1, a written application for land use; 2, the village committee or neighborhood committee signed opinions; 3 transfer, should be attached to the agreement between the two parties and the certificate of land ownership; 4, the national large and medium-sized construction projects or other special industries must be attached to the project planning documents and construction project site submissions.

Two. Acceptance: After the Planning Bureau summarizes all the construction application materials, it submits them to the planning and construction reporting center, which verifies the construction application materials, issues a Notice of Acceptance of the Construction Administrative License of the Planning Bureau under the true and complete conditions, and sends it to the construction unit or individual.

Third, preliminary examination: the planning and construction declaration center informs the planning unit to conduct preliminary examination of the accepted construction land projects. According to the requirements of planning specifications, the planning unit conducts a preliminary review of the project through on-site reconnaissance. Basically meet the requirements of the specification or controversial, reported to the Bureau of planning approval will be discussed and studied collectively. Does not meet the requirements of the specification, issued by the Planning Bureau of administrative licensing decision, served on the construction unit or individual.

4. Surveying and mapping: For the construction land project approved by the planning unit in the first instance, the construction reporting center will issue a notice of surveying and mapping, informing the Planning and Survey Institute to survey and map the land use status at 1: 500. The purpose of surveying and mapping is to provide basic topographic data for planning and design.

Verb (abbreviation of verb) design: After receiving the topographic map measured by the Planning and Survey Institute, the Construction Reporting Center will issue a notice of planning and design, notify the planning and design institute to make a layout plan, and submit it to the planning unit to draw a red line map of construction land.

6. Examination and approval: The Planning Bureau holds a regular meeting of planning examination and approval every Friday to collectively examine and approve all the construction land projects that have been mapped and designed after the preliminary examination by the planning unit. Attending the regular examination and approval meetings are: members of the leadership of the Planning Bureau, all the staff of the planning unit, the president of the Planning and Design Institute, the president of the Planning and Survey Institute, the chief of law enforcement, and the president of the East-West Planning Institute. During the regular meeting, the staff of the planning unit introduced the location, scope and preliminary examination of each land use project one by one. For major or controversial projects, the leading group of the Bureau will lead the participants to conduct on-site reconnaissance to understand the situation, and then express their opinions and opinions respectively. The approval of each project is a collective show of hands, and more than half of them agree to pass. At the same time, the planning unit shall keep the records of regular examination and approval meetings. For projects that fail to pass the examination and approval, the planning unit will issue a decision of the Planning Bureau not to grant the construction administrative license, and deliver it to the construction unit or individual.

Seven. Charge: planning approval meeting, the approved projects are made into blueprints after being signed by the leaders of the Planning Bureau, the Construction Bureau and the government in charge, and the construction reporting center issues a charge notice according to the charge standard and sends it to the corresponding planning bureau, which will charge the construction unit or individual one-way according to the charge notice. There are five kinds of expenses in public construction projects, namely survey fees, setting-out fees, deformation observation fees, planning and construction design fees and planning consulting fees, while there are three kinds of expenses in private construction projects, namely survey fees, setting-out fees and planning consulting fees.

Eight. Certification: After paying the fees to the Planning Bureau, the construction unit or individual will go to the planning unit to receive the planning permit for construction land and the red line map of the planned land. After being examined and registered by the Bureau Office, the planning unit shall affix a special seal for red line drawing, and the Planning Institute shall issue planning permits and red line drawings for planned land to the construction unit or individual.

9. Setting-out: The construction unit or individual shall apply for setting-out at the construction center after handling the land certificate at the land management department with the construction land planning permit. This mainly refers to large-scale land use projects or public construction projects, that is, it is necessary to draw a land red line and set a land boundary before handling the construction project planning permit. For private land use projects, it is only necessary to pay off once after handling the notice of construction project planning permit. The construction reporting center issues a notice of setting out, informing the Planning Institute, Surveying and Mapping Institute, law enforcement brigade and surveying and mapping personnel to set out on the spot, and the Surveying and Mapping Institute fills out the setting out record and delivers it to the construction reporting center.
