Qingdao Lucent Company was formally established in 1993, with a total investment exceeding 1 100 million USD. Its shareholders are Lucent Technology, Qingdao Enterprise Development Investment Company, China Telecom Group Shandong Telecom Company, Shandong Telecom Company Qingdao Branch and China International Trust and Investment Company. The main business directions are: integrated access communication system (narrowband and broadband), wireless local telephone (CWS), mobile communication systems GSM and CDMA, new generation voice and data network products led by soft switch, value-added service products, network design, planning and engineering led by R&D and technology. In June, 2004, Lucent set up R&D centers in High-tech Zone Software Park, including Lucent Global Design Center, China Application Software Development Department, Lucent Softswitch Qingdao R&D Center and Mobile Communication Qingdao R&D Center. At present, R&D has nearly 500 engineers. Qingdao Lucent is one of Lucent's six global system integration centers.

Excavate and revitalize the existing idle factories and building resources around the industrial zone, transform or build new R&D buildings or general-purpose factories that meet the function of innovation and entrepreneurship, and actively expand the entrepreneurial base by means of exporting brands, providing policies and services, assisting in attracting investment, and setting up incubator management companies with real estate owners for daily management. At present, more than 10 high-tech enterprises have settled in the first phase of the Pioneer Park project, which rents a company's idle factory. Without any new land resources, the average annual output value has increased by more than ten times from less than 8 million yuan, reaching 200 million yuan. The second phase of the Pioneer Park, which was built in cooperation with Qingdao Yiqing Car Rental Co., Ltd., covers an area of 19 mu with a construction area of 40,000 square meters. It officially started in August 2005. At present, the main body has been capped and is expected to be put into use in the first half of 2007. Talks with Qingdao Belon Science, Technology and Industry Co., Ltd. to jointly build "Qingdao Pioneer Park" and "Belon Science and Technology Park" are progressing smoothly. The project covers an area of 1 1 mu, with 65,438 new office buildings and 2 factory buildings, with a total construction area of 9,988 square meters. * * It is estimated that 20 enterprises15-will be introduced after the completion of the venture base, with an annual output value of about 500 million yuan.
Cooperate with village collectives to build models. There are many villages with strong economic strength in Laoshan Mountain, and there are industrial areas to develop collective economy. However, for the long-term benefit, they are not willing to sell the collective economic land at one time, but hope to obtain long-term stable income through leasing and other means. The district government has formulated the intensive utilization plan of village collective economic land. Under the premise of not changing the existing land property right relationship, the land owner will invest in the construction of the entrepreneurial base, and the government will manage it in a unified way and rent it out. We should properly handle the contradiction between the long-term interests of village collectives and the requirements of industrial development space by means of "multi-party planning, owner investment, government-guaranteed leasing and enterprise operation management". Cooperate with Shilaoren Community to build the fourth phase of high-tech pioneer park, which was signed in June 2005 and laid the foundation stone, covering an area of 45 mu with a planned construction area of 56,000 square meters. Now, the construction of four floors above ground has been completed. Cooperate with Damaidao Neighborhood Committee to plan and build the fifth phase of High-tech Pioneer Park, covering an area of about 26 mu and a construction area of 40,000 square meters.
Cooperate with universities to build a model. Attract universities and research institutes to use their own resources such as science and technology, land, capital and talents to build entrepreneurial bases around themselves. The government only exports standardized services and policy guidance, thus accelerating the transformation and industrialization of scientific research achievements and promoting the integration of Industry-University-Research. Qingdao University Science and Technology Park, which was built in cooperation with Qingdao University, has been opened, and enterprises have settled in, with a construction area of 2 1000 square meters and more than one enterprise 10. The Haida Pioneer Park, which cooperates with Ocean University and has a building area of 1.6 million square meters, officially opened, with 25 enterprises, transforming more than 100 scientific and technological achievements and creating an annual output value of more than 50 million yuan.
