Main responsibilities of Tongzhou District Housing and Urban-Rural Development Bureau of Nantong City

(a) the implementation of national, provincial and municipal policies, laws and regulations on housing and construction, according to the strategic objectives of national economic and social development in the region, formulate and organize the implementation of the regional housing and urban and rural construction and development plans and annual plans. To study major issues in housing and urban and rural construction and put forward policy suggestions.

(two) to formulate the development plan of urban and rural construction in the whole region, and to participate in the review and evaluation of Nantong's urban system planning and urban master planning, as well as special planning, zoning planning and detailed planning; Participate in the overall planning of the district and the audit of the overall planning of villages and market towns; Participate in the formulation of territorial planning and regional planning in the whole region. Participate in the preparation of urbanization planning in the whole region; Responsible for the development of cities and towns in the process of urbanization; Work with relevant departments to formulate and improve the urban development index system.

(three) to undertake the reform of the housing system in the whole region and ensure the housing of low-income families in cities and towns in the whole region. Formulate the housing construction plan of the whole region and guide its implementation; Formulate housing policies suitable for Tongzhou and guide housing construction and housing system reform. Formulate housing security policies and guide their implementation, organize the preparation of housing security development plans and annual plans and supervise their implementation.

(four) to assume the responsibility of regulating the order of the real estate market and supervising and managing the real estate market. Responsible for the qualification and market access management of real estate development enterprises, housing demolition units and property management enterprises in the whole region; Responsible for real estate management such as housing property registration, real estate transaction, real estate evaluation, housing lease, real estate surveying and mapping, housing safety appraisal, real estate mortgage registration, real estate agency, etc. Responsible for the management of house demolition, state-owned public houses and termite disaster prevention in the whole region.

(five) responsible for the preparation of regional construction planning and demonstration of capital construction projects, and reviewing the preliminary design of engineering construction projects; Responsible for the construction drawing review of construction projects; Responsible for civilized construction of construction projects and safety production management of municipal engineering construction sites in the whole region, and participate in the investigation and handling of quality accidents and safety accidents of construction projects.

(six) responsible for the examination and approval of the construction permit in the whole region; Responsible for the supervision and management of building energy efficiency; Supervise and manage the survey, design, supervision, cost consultation and testing of construction projects in the whole region; Responsible for the construction and project quality management in the construction stage. To supervise the implementation of the policies, regulations and systems of project construction standard quota and project cost management in the whole region; Responsible for the registration of foreign construction enterprises entering our contracted projects.

(seven) responsible for the local municipal infrastructure construction; Responsible for the qualification supervision of municipal engineering construction enterprises in the whole region; Responsible for the operation, safety and emergency management of urban municipal public facilities; Responsible for urban water supply, drainage, gas, lighting and domestic sewage treatment; Take the lead in the examination and approval and management of urban road excavation occupation in conjunction with the District Urban Management Bureau. Participate in the comprehensive improvement of urban environment.

(eight) responsible for the scenic spots and urban landscaping in the whole region. Responsible for the planning, construction and management of landscaping projects in the whole region; Responsible for the management of landscaping industry in the whole region; Responsible for the supervision and management of landscaping maintenance in the whole region; Responsible for the qualification supervision of landscaping construction enterprises in the whole region; Take the lead in conjunction with the District Urban Management Bureau to do a good job in the approval and management of green space occupation; Responsible for the approval, protection and supervision of provincial and national scenic spots and national garden cities.

(nine) responsible for the construction and management of villages and market towns in the region. Guide the comprehensive development of villages and towns; Guide rural housing construction and renovation of dangerous houses; Guide the improvement of human settlements in new small towns and villages; Guide the construction of villages and towns, speed up the construction of small towns and promote the development of urbanization.

(ten) to guide the development, utilization and management of urban underground space; Responsible for the seismic fortification management of public buildings, industrial and civil buildings, urban construction ancillary facilities and civil air defense projects in the whole region. Guide the seismic fortification work in the construction of villages and towns.

(eleven) to formulate and organize the implementation of the scientific and technological development plan for residential construction in the whole region, and organize the research of scientific and technological projects and the popularization and application of new technologies and materials.

(twelve) to be responsible for the management of urban construction archives in the whole region and to guide the construction archives work of towns.

(thirteen) responsible for the supervision and management of the administrative law enforcement of the construction industry in the whole region; Responsible for the supervision of urban construction in the whole region and guide the legal education in the construction industry.

(fourteen) in conjunction with the relevant departments to implement the qualification management of construction series engineering and technical personnel; Responsible for the continuing education of professional and technical personnel in this system and the technical level management of workers.

(fifteen) to undertake other tasks assigned by the district government.
