4. Holders of valid travel permits to and from Hong Kong and Macao must submit travel permits to and from Hong Kong and Macao;
5. In case of entrustment application, the entrusted party shall submit the power of attorney, the original identity certificate of himself and the client, and a copy;
6. Submit the original certificate that can confirm the kinship, submit a copy, and a copy of the Hong Kong or Macao resident ID card of the relatives interviewed or the certificate of employment and schooling in Hong Kong or Macao.
If the Hong Kong and Macao related persons have already applied for the Mainland Pass for Hong Kong and Macao residents, they shall also submit a copy of the Mainland Pass for Hong Kong and Macao residents.
7. The relatives who have settled in Hong Kong and Macao again are exempt from the proof of kinship. However, if it has been more than one year since the last marriage certificate was submitted, a marriage certificate should also be submitted.

Carry out various forms of publicity and training, so that leaders and staff at all levels can fully and accurately grasp the provisions of the Arrangement and do a good job in consulting, auditing, supervision and various services; So that industrial and commercial enterprises can fully understand the opportunities and challenges brought by CEPA, seize the opportunities and make good preparations.
(two) timely adjustment and revision of relevant policies and regulations.
The commitment of CEPA to open to Hong Kong and Macao exceeds China's commitment to other WTO members, and the existing policies and regulations need to be adjusted and revised. All regions and departments should revise or formulate relevant policies and regulations according to the contents of the Arrangement and the actual conditions and specific requirements of their own regions and departments, and the Ministry of Commerce should strengthen coordination and supervision of this work.
(three) clear responsibilities, cooperate with each other, and actively do a good job in implementation.
All relevant departments shall, in accordance with the division of functions, clarify their responsibilities, cooperate with each other, and actively carry out the implementation of the Arrangement. According to the provisions of CEPA, the Mainland, Hong Kong and Macao have set up a joint steering committee to be responsible for the interpretation and implementation of CEPA. The liaison office of the Joint Steering Committee on the mainland is located in the Ministry of Commerce. The Ministry of Commerce shall, together with relevant departments, establish a consultation mechanism of CEPA as soon as possible, and inform, preach and explain the relevant provisions of CEPA to all regions and departments. The customs should earnestly strengthen supervision, conscientiously do a good job in verifying the origin of products, and at the same time intensify efforts to prevent and crack down on smuggling. Difficulties and problems encountered by all regions and departments in the implementation should be notified to the Ministry of Commerce and other relevant departments in a timely manner.
(4) Seize the opportunity, forge ahead, and continuously expand economic and trade cooperation between the Mainland and Hong Kong and Macao.
The signing of CEPA has brought new development opportunities and space for economic and trade cooperation between the mainland and Hong Kong and Macao. All regions should formulate corresponding strategies, policies and measures according to the local economic characteristics, give full play to the guiding and promoting role of the government, attract investment from Hong Kong and Macao, promote mutual trade, carry out various forms of economic cooperation, encourage joint ventures and talent exchanges between mainland and Hong Kong and Macao enterprises, continue to play the role of Hong Kong and Macao as a platform for opening up to the outside world, accelerate the implementation of the "going out" strategy, and realize complementary advantages and common development.
(5) Deepen reform, accumulate experience and make good preparations for opening wider to the outside world.
According to China's commitment to join the World Trade Organization, China will further open to the outside world in the next few years, and the work of establishing a free trade zone with other countries and regions is also gradually being carried out. All regions and departments should make full use of the opportunity of opening to Hong Kong and Macao in advance, explore and accumulate experience, deepen reform, adjust industrial structure, improve competitiveness, improve legislation and law enforcement, and make preparations for opening wider to the outside world and strengthening regional economic cooperation.
