Article 4 The elevator property unit shall be responsible for the safety in the use of elevators, strictly implement the relevant provisions of the state, and perform the following duties:

Fifth elevator installation, the property unit shall submit the relevant information of the elevator to the municipal labor administrative department for the record before the installation and renovation project construction, and the construction can be carried out only after approval.
After the completion of the project, the property right unit shall apply to the elevator safety technical inspection machinery for inspection.
Article 6 The elevator property unit shall use the safety technical files of hoisting machinery (elevators) uniformly formulated by the municipal labor administrative department to file, card and register the elevators one by one. Elevator technical files shall include:
(1) Safety technical file of hoisting machinery (elevator) and registration card of hoisting machinery (elevator);
(2) Product quality certificate; After overhaul, the elevator should have quality acceptance certificate (or quality acceptance report); The changed part must have the supporting documents for changing the design;
(three) the elevator installation acceptance certificate and report;
(4) Operation, maintenance and repair records;
(five) regular safety inspection and accident records;
(6) The accompanying documents of the elevator shall at least include: civil engineering drawings of the shaft and machine room, electrical control schematic diagram, electrical laying diagram, electrical component code description, installation and debugging instructions, operation and maintenance instructions, factory list (packing list) and other technical data.
Seventh elevator property units shall establish and improve the safety technology management system. Safety technology management rules and regulations should include:
(a) post safety operation procedures;
(2) maintain the system;
(3) post responsibility system;
(4) post handover system;
(five) maintenance personnel, elevator driver operation certificate management and training system;
(6) Equipment file management system;
(7) Management system for safe use of equipment (including: information for passengers).
Eighth elevator property units shall report to the labor administrative department one by one with elevator technical files and safety technical inspection reports. After passing the examination by the labor administrative department, the elevator safety use license will be issued. "Elevator Safety Use Permit" is valid for one year. The elevator that has not obtained the safe use license of the elevator shall not be used.
Ninth elevator property units shall apply for the safety technical inspection of the next year before the expiration of the elevator safety use license. Those who pass the inspection shall renew the elevator safety use license.
Tenth in addition to regular inspection, the following circumstances must apply for safety technical inspection:
(1) Newly installed or overhauled elevators;
(two) elevators that have undergone major renovation or serious damage or repair;
(three) stop using the elevator for more than half a year and need to be re-enabled.

Article 12 An elevator property unit shall sign an installation, overhaul and maintenance contract with an enterprise holding a safety accreditation certificate issued by the municipal labor administrative department, and clarify the responsibilities of the entrusted enterprise.
Thirteenth property units need to maintain their own elevators, they should be equipped with sufficient maintenance personnel according to the number and working conditions of elevators. The management department shall submit the elevator management personnel, maintenance personnel, contact telephone numbers and related materials to the labor administrative department of the district (county) where the equipment is located, and the maintenance can be carried out by itself only after approval.
Article 14 When the elevator property right is changed, the property right unit shall hand over all technical files such as the Random Safety Technical Files of Lifting Machinery (Elevator) and the Safe Use License of Elevator to the new user, and handle the handover procedures with the labor administrative department.
Fifteenth elevator mechanical parts with serious corrosion, deformation, cracks and other defects, electrical control system disorder, there are serious unsafe hidden dangers, can not be repaired or no repair value, it should be scrapped. Scrap elevator, the property unit should be reported to the labor administrative department for the record cancellation. It is forbidden to continue to use scrapped elevators.
Article 16 In the event of an elevator accident, the property right unit shall immediately report to the labor administrative department of the city or district (county) where the equipment is located, and be responsible for protecting the scene of the accident; In case of casualties, rescue should be organized immediately to prevent the accident from expanding, and report to the public security department and the procuratorial organ according to relevant regulations.
