Establishment of Yiwu Customs Organization

Yiwu Customs is subordinate to Hangzhou Customs and is responsible for all customs services in Yiwu. There are seven departments: office (regulation room), personnel and political work department, supervision and customs clearance department, supervision and inspection department, intellectual property department, inspection department and financial equipment department. Set up another agency service center.

(1) office (law firm)

Drafting and reviewing rules and regulations and comprehensive manuscripts; Responsible for messages, meetings, confidential, archives and other work; To undertake information, publicity, confidentiality, openness of government affairs, informationization of government affairs, technical support and work supervision; Responsible for legal work; Responsible for external contact and internal coordination.

(2) Personnel and Political Work Section

Responsible for party building, ideological and political construction, clean government construction, paramilitary construction and cultural construction; Responsible for assessment, appointment and removal, deployment, rewards and punishments, file management and overseas approval; Undertake education and training, wages and benefits, customs titles, social insurance, recuperation, personnel letters and visits, etc. Of all employees; Liaise and coordinate internal and external audit work; To undertake the service management of retirees, the function management of supernumerary personnel and the organization of the qualification examination for customs declarers.

(3) Supervision and Customs Clearance Section

Take the lead in promoting comprehensive tax administration; Responsible for customs clearance, tax collection, price classification and origin management of inbound and outbound goods and articles; Be responsible for the examination and approval of goods exempted from tax, customs statistics, filing and verification of processing trade, etc. Responsible for sorting, registering and filing customs declaration documents.

(4) Monitoring and Inspection Section

Responsible for customs supervision of inbound and outbound means of transport, inbound and outbound personnel, goods, articles and places of supervision; To undertake the examination, approval and supervision of transit transport enterprises, means of transport and goods; Responsible for the coordination of the Armed Police Force's participation in customs supervision tasks.

(5) Intellectual Property Section

Responsible for customs protection of intellectual property rights, undertake investigation of intellectual property cases, contact and cooperate with intellectual property functional departments of local governments, and cooperate with intellectual property rights holders.

(6) Inspection Section

Responsible for enterprise inspection and audit, tax reduction and exemption verification, bonded mid-late verification, non-trade goods tracking verification, unit verification; Responsible for trade survey and market survey; Responsible for risk management, enterprise management and customs broker management.

(7) Financial Equipment Section

To manage the revenue and expenditure of funds, tax payment, financial accounting, capital construction, government procurement and confiscation of property; Responsible for the collection and storage of customs tax and fee funds and confiscated income; Responsible for the preparation and management of budget and final accounts; Manage equipment and physical assets.
