In the initial registration stage, the housing management department should check the developer's five certificates and two books. Five certificates refer to construction land planning permit, construction project planning permit, state-owned land use permit, construction permit and commercial housing sales (pre-sale) permit, and two books refer to residential quality guarantee and residential instruction manual.
2. Fill in the application form for housing rights registration.
After the initial registration is confirmed, the purchaser takes the initiative to go to the housing management department to receive and fill in the Application Form for Registration of Housing (Land) Rights. Fill it out and let the developer sign and seal it.
Remind buyers that some developers have ready-made stamp forms, and buyers can go directly to the developers to collect and fill them out. Property buyers can ask in advance which department the developer's property right certificate should be handled, and then directly consult the department, saving the pain of running around.
3, take the map (table)
The real estate registration department should determine the housing information on the real estate license, and the surveying and mapping table is a very important basis for marking the area, which buyers must carry. Property buyers need to apply to the housing area metering station designated by the developer and receive the surveying and mapping form. Property buyers can also bring their personal ID cards directly to the developer, or apply to the registration department for surveying and mapping the housing area.
4. Obtain relevant registration documents from the developer.
Applying for a permit requires many kinds of documents. When the buyer fills in the application form, he should consult the relevant departments in advance to make clear what necessary application documents need to be obtained so as to make full preparations at one time. The relevant documents mainly include the purchase contract, the house settlement form, and the copy of the big house property certificate. And don't leave the place where the developer needs to stamp.
5. Pay maintenance fees, deed tax and other expenses.
Public * * * maintenance funds are collected by communities in the area where the property is located (some cities), and some cities collect public * * * maintenance funds by banks. Buyers should pay special attention to: whether it is a community agency or a bank collection, you must keep a good payment voucher. The payment voucher of these two payments is an important voucher for handling the property right certificate. Once lost, it will affect the time to handle the property right certificate.
6. Submit application materials
The materials mainly include: (1) stamped application form for registration of real estate rights. (2) Housing sales contract. (3) Confirmation of the house number, the measured area of the house and the house price settlement by the buyers and sellers who signed the pre-sale contract; (4) Two copies of the surveying and mapping form, the house registration form and the floor plan. (5) Special receipt for special maintenance funds. (6) deed tax payment or tax reduction certificate. (7) Identification certificate of the property buyer (copy of the original). (8) There is an agreement on the submission of some houses. (9) If there is mortgage, submit an application report for faster mortgage to the real estate mortgage registration. 7. Get the house property right certificate within the specified time.
Property buyers carry the license notice of the housing management department and receive the certificate of immovable property right according to the time on the notice. During this period, stamp duty (decal), property registration fee and production fee need to be paid. Property buyers should carefully check the information on the property certificate when paying the corresponding fees, especially the area, location, owner's name, ownership status and other information.
How long does it take to handle the real estate title certificate?
According to Article 20 of the Provisional Regulations on the Registration of Real Estate, the real estate registration institution shall complete the registration procedures of real estate within 30 working days from the date of accepting the application for registration, unless otherwise stipulated by law. It should be noted that the review time limit does not include the time for announcement, title investigation and information correction.
