Article 3 These Measures shall apply to the post-doctoral work management departments, post-doctoral mobile stations, post-doctoral research centers, post-doctoral research substations, post-doctoral innovation practice bases and post-doctoral researchers at all levels within the administrative area of Luoyang City.
Chapter II Service Organizations
Article 4 The Municipal Human Resources and Social Security Bureau is the competent department in charge of postdoctoral work in Luoyang, responsible for the postdoctoral work in the city, inspecting and guiding the implementation of the postdoctoral management system in our city, coordinating various inputs from relevant parties, and promoting the transformation of postdoctoral scientific research achievements; Responsible for the performance management of special funds for postdoctoral students, implement the application of performance management results, and guide all station units to carry out performance management. Gradually establish an operating mechanism with government guidance, social support and enterprises and institutions, and form a working mechanism with clear responsibilities, coordinated operation, standardized management and thoughtful service.
Article 5 The Municipal Finance Bureau is responsible for raising special funds for postdoctoral fellows. Guide the Municipal Human Resources and Social Security Bureau to implement budget performance management, and strengthen budget performance management in the whole process according to the requirements of full implementation of budget performance management.
Article 6 The Municipal Public Security Bureau and the Municipal Education Bureau shall be responsible for properly solving the household registration migration and children's admission to the park of postdoctoral researchers in the station, postdoctoral researchers staying in Luo and their families.
Article 7 If a postdoctoral researcher leaves the station and stays in Luoyang to work in a public institution, the editorial office of the Municipal Party Committee shall be responsible for implementing the preparation of special talents and handling the registration formalities.
Eighth station units are responsible for the recruitment, training, management, assessment and service of postdoctoral researchers. Station units should set up an academic committee of postdoctoral experts, determine postdoctoral co-tutors, and play an active role in the selection, mid-term assessment and exit assessment of postdoctoral researchers.
Chapter III Platform Construction
Article 9 Enterprises, institutions, high-tech development zones at or above the provincial level, economic and technological development zones and overseas students' pioneer parks engaged in scientific research and technological development shall have the status of independent legal persons and operate in good condition; It has a certain scale and a special research and development institution; Have a high-level research team; It can provide better scientific research conditions and necessary living conditions for postdoctoral researchers; Units that undertake major national projects and have R&D and technology centers at or above the provincial level may apply for setting up stations first.
Article 10 The incentive funds for setting up post-doctoral research mobile stations will encourage and support enterprises and institutions, research institutes and universities to actively apply for setting up post-doctoral research mobile stations, post-doctoral research centers and bases, and give a one-time reward of 200,000 yuan to universities, enterprises and institutions that have newly built post-doctoral research mobile stations, workstations and work substations; For enterprises and institutions that have newly built provincial post-doctoral innovation practice bases, the municipal finance will give a one-time reward of 654.38+10,000 yuan, and for those who have upgraded from post-doctoral innovation practice bases to post-doctoral research centers or sub-stations, make up for the difference in funds for the establishment of post-doctoral innovation practice bases; Award funds shall be declared and cashed by the website establishment document of the first postdoctoral researcher successfully recruited by the website establishment unit and the Postdoctoral Admission Examination Form.
Chapter IV Recruitment and Training
Article 11 Postdoctoral researchers with firm positions and excellent academic performance are openly recruited by the station-setting units. Station units should strictly review the applicant's scientific research ability, academic level and scientific research achievements, and select the best candidates through assessment, interview and defense.
Twelfth people under the age of 35 who have obtained a doctorate for not more than three years may apply for postdoctoral research. Those who apply to enter workstations, humanities and social sciences or natural science mobile stations where talents are in short supply may be appropriately relaxed. Strictly control the proportion of over-age and on-the-job postdoctoral researchers recruited by station units in the same discipline. Recruiting in-service postdoctoral researchers should focus on teaching and research personnel in institutions of higher learning and research institutes. Leading cadres of party and government organs shall not be recruited to engage in postdoctoral research at the station. Those who apply for second post-doctoral research may be appropriately relaxed during the period of obtaining a doctorate.
Thirteenth station units should sign employment contracts or enterprise labor contracts with postdoctoral researchers, and sign scientific research plans in combination with the requirements of scientific research projects. Clarify the rights and obligations of both parties, as well as the target responsibility, the working period at the station, the ownership and income distribution of scientific research achievements, and the liability for breach of contract.
Fourteenth Post-Doctoral Research Center postdoctoral co-tutors should have doctoral tutor qualifications or senior titles, and postdoctoral co-tutors in postdoctoral research centers and postdoctoral innovation practice bases should have senior titles.
Fifteenth Post-Doctoral Research Center autonomous recruitment of postdoctoral researchers according to the postdoctoral recruitment conditions of the National Postdoctoral Management Committee. The postdoctoral research center and the postdoctoral research mobile station jointly recruit postdoctoral researchers, and the two units shall sign a joint training agreement to clarify the rights and obligations of both parties. The daily management of postdoctoral researchers should be based on workstations, and postdoctoral research mobile stations should provide corresponding scientific research support and academic guidance to workstations. The postdoctoral research center shall pay the corresponding joint training funds to the postdoctoral research mobile station. The postdoctoral research center has been established for more than 3 years, and has recruited no less than 6 postdoctoral researchers in recent 3 years. Outstanding achievements have been made in postdoctoral work. After being recommended by the Provincial Bo Management Office and reported to the State Bo Management Office for approval, postdoctoral researchers can be recruited independently.
Article 16 The postdoctoral innovation practice base entrusts the provincial mobile stations and self-recruited postdoctoral research centers to jointly recruit and train postdoctoral researchers, and the postdoctoral research mobile stations and postdoctoral research centers are responsible for handling the relevant procedures for the entry and exit of postdoctoral researchers; Postdoctoral research mobile stations, postdoctoral research centers, postdoctoral innovation practice bases and postdoctoral researchers shall sign agreements in accordance with the principles of complementary advantages, mutual benefit, quality and mutual benefit, and clarify the rights and obligations of all parties, work objectives, work deadlines, ownership of property rights and achievements, and liability for breach of contract; Postdoctoral research mobile stations and postdoctoral research centers shall provide scientific research support and expert guidance to the base, and the postdoctoral innovation practice base shall pay corresponding joint training funds to the postdoctoral research mobile stations and postdoctoral research centers.

Encourage qualified non-station units to recruit and train postdoctoral researchers relying on major national science and technology projects.
Chapter V Site Management
Eighteenth postdoctoral researchers in the station work time is generally 2 years, according to the needs of the project can be flexibly determined within 2-4 years; Those who undertake major national science and technology projects after entering the station will adjust the station time in time according to the project funding cycle and scientific research tasks, and the longest time will not exceed 6 years.
Article 19 Station-setting units shall carry out classified management and classified evaluation on postdoctoral researchers of different disciplines and research types, clarify the scientific research objectives, conditions, progress, funds and other contents of postdoctoral researchers during their stay at the station, and improve the postdoctoral performance evaluation system with innovative scientific research achievements as the core evaluation criteria.
Twentieth the establishment of postdoctoral researchers living allowance funds, full-time postdoctoral, enjoy the postdoctoral researchers living allowance of 6.5438 million yuan. Twenty-third units that fail to pass the comprehensive evaluation shall be ordered to make rectification within a time limit; For the station-setting units that have been rectified but failed to meet the rectification requirements or no longer have the conditions for setting up stations, they will be reported to the higher authorities to revoke their station-setting qualifications.
Chapter VI Service Guarantee
Twenty-fourth postdoctoral researchers enjoy the treatment of employees in the station and calculate their working years. Postdoctoral researchers who have no work experience before entering the station will participate in working hours from the date of entering the station. Post-doctoral researchers recruited by public institutions and station-based units shall implement the post performance salary system and the basic salary standard for professional and technical personnel. Station units should pay social insurance for postdoctoral researchers according to the nature of the unit.
Twenty-fifth postdoctoral researchers who have not been evaluated before entering the station shall be recognized as intermediate titles by the station. Before leaving the station, postdoctoral researchers can evaluate them or put forward evaluation opinions. The scientific research achievements of postdoctoral researchers during their stay at the station are used as the basis for evaluating their professional titles after leaving or leaving the station.
Twenty-sixth properly solve the problem of post-doctoral researchers, post-doctoral students in Luo and their families' household registration transfer and children's enrollment. Twenty-eighth postdoctoral researchers after obtaining the "postdoctoral certificate" to work in institutions in Luoyang, the employer can apply for the use of special personnel, take a comprehensive inspection to hire, and directly go through the registration procedures.

Thirty-first station units should strengthen the management and service of postdoctoral researchers. The station-setting unit shall regularly assess the postdoctoral researchers in the station, and allow the postdoctoral researchers who have passed the exit assessment to leave the station; Postdoctoral researchers who fail to pass the examination or fail to complete the post-doctoral research task due to physical reasons should be retired. Postdoctoral researchers who have retired no longer enjoy relevant policies.
Thirty-second Municipal Human Resources and Social Security Bureau is responsible for the preparation of annual budget proposals and detailed plans; Organize the implementation of prior performance evaluation, carry out budget performance monitoring and overall performance evaluation, and submit performance targets and performance evaluation reports to the Municipal Finance Bureau. The station setting unit is responsible for implementing the postdoctoral policy and formulating the postdoctoral work system and specific management measures. Track and guide the implementation of the project, standardize the management of the use of funds, and conduct performance evaluation, supervision and inspection of the project funds of the unit; Problems found in performance evaluation and supervision and inspection should be rectified in time.
Thirty-third postdoctoral special funds must be accounted for separately, earmarked, strengthen management, improve the efficiency of use, and it is strictly forbidden to intercept or misappropriate; Consciously accept the supervision of all sectors of society, and actively cooperate with the supervision and inspection of finance, auditing, discipline inspection and supervision departments. For illegal allocation or use of funds, as well as abuse of power, dereliction of duty, corruption and other illegal acts, the corresponding responsibilities shall be investigated in accordance with the relevant provisions of the Budget Law of the People's Republic of China, the Civil Service Law of People's Republic of China (PRC), the Supervision Law of People's Republic of China (PRC), and the Regulations on Punishment of Financial Violations; Anyone suspected of committing a crime shall be transferred to the supervisory judicial organ for handling.
Chapter VIII Supplementary Provisions
