Other government service convenience hotlines set up by local cultural and tourism administrative departments should all be cancelled and merged into the local hotline 12345. In principle, local cultural and tourism administrative departments will no longer set up government service convenience hotlines. In areas where the hotline 12345 has not yet been opened, the local telephone number 123 18 can be temporarily reserved to uniformly accept reports and complaints from the cultural and tourism markets.

Local administrative departments of culture and tourism are required to strengthen contact with the hotline 12345, and receive reports, complaints, consultations, help, opinions and suggestions in the field of culture and tourism in a timely manner. The report on violations of laws and regulations in the cultural tourism market transferred from the hotline 12345 shall be handled by the comprehensive law enforcement agencies of cultural markets in various places. On the hotline 12345, the complaints about tourism disputes that do not involve violations of laws and regulations shall be promptly handed over to the local tourism complaint acceptance agencies for handling, and the handling situation shall be tracked and the complainant shall be promptly replied or informed. If the market comprehensive law enforcement agency is designated as the local tourism complaint acceptance agency, it shall perform its duties in strict accordance with the law, distinguish the nature of complaints, and handle tourism reports and tourism dispute complaints in a classified manner.
