The direction of industrial development is: automobile and parts, offshore equipment, new energy, energy conservation and environmental protection, general aviation and other industries, forming a local supporting industrial system and realizing the agglomeration and development of high-end manufacturing industries. Develop urban industries and producer services that meet the supporting needs of the experimental area. Undertake major national science and technology projects and promote the transformation of major scientific and technological innovations in the fields of high-end equipment, new materials and seawater desalination. Encourage the agglomeration of modern service industries such as finance, trade and information, and form a large-scale port-based industrial cluster with outstanding advantages in high-end manufacturing and modern service industries.

1, building a modern free trade hub port
Taking the port as the leader and relying on the logistics channel connected with the deep hinterland, we plan to build a number of modern logistics industrial parks focusing on energy, raw materials and containers, and build a modern integrated logistics base that connects China Unicom at home and abroad and integrates Beijing, Tianjin and Hebei. Caofeidian has built 69 berths of various types of terminals, opened 6 domestic and foreign trade routes15, and completed the cargo throughput of 265 million tons in 20 15 years.
It has the first comprehensive bonded zone in Hebei Province, which was officially closed for operation on April 8, 20 14. The first-phase closed area is 4.59 square kilometers, and 40 enterprises/kloc-0 have been introduced. Multi-purpose wharf can be put into operation in 20 16 years, and cross-border electronic commerce and offshore financial services are being promoted, with a cumulative import and export of 425 million US dollars. Give full play to the advantages of deep-water port and comprehensive bonded zone, actively cultivate and develop six commodities such as ore, coal, timber, natural gas, steel and renewable resources, attract business logistics enterprises to gather, realize local processing, trading and value-added of resources, enhance the port's radiation-driven ability, and promote the transformation of Caofeidian Port from the second-generation port to the third-and fourth-generation ports.
2. Build a world-class high-quality steel production base.
Relying on Shougang Jingtang Iron and Steel Base, we will vigorously develop industries such as steel, electric power, seawater desalination, steel processing facilities, comprehensive utilization of waste, new building materials, etc., and build a circular economy industrial chain. The first phase of Shougang Jingtang Iron and Steel Plant, which attracted worldwide attention, was completed and put into operation at the end of 20 10, forming an annual production capacity of 9.7 million tons of steel. Products are high-quality plates such as steel plates for automobiles and household appliances, high-strength steel and advanced pipeline steel. The market share of household appliances in the products reached 23% in the domestic market, and the market share of wheel steel reached 16.3%, realizing the supply of automobile plates.
The second phase of the project started construction on July 30, 2005+2065438, which will form an annual production capacity of 20 million tons of fine steel, form an industrial agglomeration effect, accelerate the attraction of steel supporting and middle and lower reaches enterprises, and build a fine steel base.
3. Build a world-class chemical base.
Sitting in a harbor, far away from large and medium-sized cities, Caofeidian is rich in land resources, which provides innate convenience for the development of large-scale chemical industry.
Therefore, Caofeidian has become one of the seven major petrochemical industrial bases with emphasis on petrochemical industry, coal chemical industry, salt chemical industry, fine chemical industry and new chemical materials. In the future, a large modern port petrochemical industrial base, a crude oil and natural gas storage and transportation center around Bohai Sea and a chemical trade distribution center in northern China will be built.
We have planned a 100 square kilometer chemical industrial park in the southeast of Caofeidian industrial zone, as the bearing area of petrochemical industrial base, and its northern end has a supporting coastline of 10.6 kilometer, so we can plan to build several 5438+10,000-ton liquid chemical terminals, plus four 300,000-ton crude oil terminals and two 65438+ 10,000-ton liquefied natural gas terminals in the power investment zone, which can be built every year.
At the same time, in Nanpu Economic Development Zone in the northwest of the industrial zone, there are Nanpu Yantian, the largest salt field in Asia, and Sanyou Group, the largest chemical fiber enterprise in the world, with an annual output of 3.3 million tons of soda ash, 500,000 tons of viscose staple fiber, 500,000 tons of caustic soda, 500,000 tons of polyvinyl chloride and 6.5438+0.5 million tons of calcium chloride, forming an "upstream sea salt production, middle reaches".
With Caofeidian being listed as a national petrochemical industrial base, the approval of petrochemical projects has been delegated to the provincial level, and the gathering speed of chemical industry has obviously accelerated. Following the National Development and Reform Commission's approval of a 10-million-ton oil refining project with a total investment of 26.7 billion yuan in Caofeidian, the Donghua Energy Shale Gas New Material Project with a total investment of 35.9 billion yuan has started construction, and a number of key projects such as Golden Dodge methanol to aromatics and clean and efficient comprehensive utilization of Longcheng coal have been accelerated, laying a good foundation for the gathering of chemical enterprises in the middle and lower reaches.
4. Build a modern new equipment manufacturing base.
Focus on developing port machinery, oil drilling machinery, metallurgical equipment, construction machinery and other equipment manufacturing industries with large equipment and large steel consumption. Tangshan is a big steel city, with a complete variety of steel products, especially the first phase of Shougang Jingtang Iron and Steel Plant has been completed and put into operation, which can provide rich raw materials for the steel industry. In the northwest of the industrial zone, we have planned an equipment manufacturing park with a total area of 27. 1 km2, and the coastline length is15km. It is planned to build 60 berths of 30,000-50,000 tons, which can meet the shipping needs of all kinds of raw materials and finished products of equipment manufacturing enterprises. Combined with 100 square kilometer Beijing Modern Industrial Experimental Zone, the region will focus on developing modern equipment manufacturing.
At present, 22 equipment manufacturing projects have been completed and put into operation, including Huadian Heavy Industry Equipment Phase I, Tangshan Heavy Equipment, and Ri Zhang High-efficiency and Energy-saving Centrifugal Fan in Jidong. The construction of Huadian Heavy Industry Equipment Phase II, Longdao Environmental Protection Wind Power Equipment Manufacturing, Tangshan Hengdao Super-large Offshore Platform and other 14 projects has been accelerated, which will build a large-scale modern equipment manufacturing base in northern China.
5. Create strategic emerging industrial clusters.
Accelerate the development of a new generation of industries with comparative advantages such as information technology, biology, new energy and new materials, and vigorously cultivate leading industries such as marine economy, energy saving and environmental protection, and new energy vehicles with broad prospects.
It is planned to build 1 1.7 square kilometers emerging industrial park and 13.2 square kilometers Sino-Japanese eco-industrial park, and cooperate with Zhongguancun in Beijing to build Caofeidian high-tech industrial base. At present, the water circuit in this area has been basically completed, and a standard workshop of 600,000 square meters has been built, which can be rented and sold at the cost price, providing a breeding, incubation and production base for high-tech enterprises.
At present, there are more than 30 strategic emerging industry projects that have been put into production, under construction and planned, with a total investment of about 45 billion yuan. An environmental protection industrial system based on Shougang Jingtang Iron and Steel Base and China Resources Caofeidian Power Plant is taking shape.
The new energy industry focusing on Hanergy photovoltaic industry cluster, ZTE green energy equipment manufacturing and Huadian offshore wind power is being actively promoted;
New material projects focusing on nano-zinc oxide, silicon dioxide production and graphene are accelerating their aggregation;
Development of high-end equipment manufacturing clusters such as truss super-large offshore platform base and energy-saving fan manufacturing in Ri Zhang, Jizhong.
6. Create an eco-tourism industry with coastal characteristics.
Relying on the resources of wetlands and Longdao, and using the six major tourism resources of wetlands, hot springs, rivers and lakes, fish and birds, oceans and Cao Fei culture, we will develop tourism industries such as cultural creativity, business exhibitions, outdoor sports, eco-sightseeing, leisure vacation, hydrotherapy and wetland science popularization, and build a high-end leisure tourism resort with the most northern characteristics. At present, national AAAA-level scenic spots-wetland cultural tourism resort, wetland maze, wetland park club and other facilities have been put into operation, and projects such as Happy Valley have been accelerated. It has been awarded the honorary titles of the most beautiful leisure and holiday destination in China, the top ten tourist attractions in Hebei Province and the most beautiful natural and ecological tourist attractions in Greater China, and receives tens of thousands of tourists from Beijing, Tianjin and other cities every year.
7. Accelerate the development of modern agricultural industrialization.
Caofeidian has a special farming system and is the largest state-owned Baigezhuang farm in Hebei Province, with 732 square kilometers of state-owned land. Strong overall planning ability, high degree of intensification and good infrastructure conditions are conducive to large-scale production, standardized management and industrialized management of agriculture. The planting area of rice-based crops is 372,000 mu, and the freshwater culture area is 2 1 10,000 mu. It has formed four leading industries, mainly rice, aquatic products, fruits and vegetables and animal husbandry, with an annual output of 226,000 tons of high-quality rice, 92,500 tons of aquatic products, 65.438 million tons of fruits and vegetables and 32,000 tons of meat, eggs and milk. Beijing-Tianjin-Tangshan high-quality agricultural and sideline products supply base.
At present, Caofeidian and Beijing have signed the Cooperation Agreement on the Construction of Beijing Agricultural and Sideline Products Guarantee and Supply Base, and cooperated with Beijing Ershang Group, Xinfadi Agricultural Products Market, Furukawa Rice Industry and other enterprises to establish a direct supply channel for high-quality agricultural products in Caofeidian.
At the same time, 2000 mu of Beijing Modern Agricultural Industrial Park has been planned. Reached cooperation intention with 36 enterprises including Beijing Shounong Group on the production, processing and sales of agricultural and livestock products. 8. Strive to build a wood processing and distribution base.
According to the mode of "whole industrial chain layout and group development", it is planned to cover an area of 1 10,000 mu and the coastline of 1.600 m, and to build six special timber berths and quarantine and disinfection, primary wood processing and deep processing projects for imported timber, so as to ensure the completion of imported timber 1 10,000 cubic meters in 20 16 years.
Wenfeng Imported Timber Wharf, which has been completed and opened to traffic, occupies a coastline of 1 1,000m, and has built two berths of 30,000 tons and two berths of 50,000 tons, which can pick up and unload 250,000 cubic meters of timber imported from the United States, New Zealand and Canada.
The annual processing capacity of the imported timber quarantine zone is 2.2 million cubic meters. Taking the timber wharf and quarantine and disinfestation zone as the leading projects, the downstream timber processing industry has been promoted. Haisen Jansen log processing project has been put into production, and more than 20 wood processing households have settled in. The comprehensive utilization project of wood waste has started infrastructure construction.
