Public libraries should do a good job in collecting special information, compiling reference materials, searching and translating books and periodicals for readers according to their needs.

Article 31 (Obligations of Readers)

Readers should consciously abide by the borrowing rules of public libraries and issue valid identity documents when borrowing in libraries; If you need to borrow, you should apply for a library card.

Readers should cherish books and periodicals in public libraries and other public facilities. Damaged or lost books and periodicals shall be compensated, and the compensation standard shall be stipulated separately by the Municipal Bureau of Culture.

Article 32 (Provisions on Fees)

Public libraries provide free lending services for books and newspapers.

Public libraries can collect thematic information for readers, compile reference materials, provide audio-visual products and electronic publications lending services, or carry out books and periodicals retrieval, translation and reproduction. , and can be appropriately charged. The specific charging standards shall be formulated separately by the Municipal Bureau of Culture in conjunction with the Municipal Finance Bureau and the Municipal Price Bureau.
