"One household" refers to a building household that can apply for the construction of rural housing, which is determined in the following ways: both husband and wife and their minor children are regarded as a building household; Adult children can be a landlord alone.
"One house" refers to the upper limit of the rights and interests that each household can enjoy, that is, the total land area for rural housing construction does not exceed 1.50 square meters, and the total construction area does not exceed 4 times the land area for rural housing construction. Due to historical reasons such as the change of village to residence, the area of farmers' apartments and single private housing built on the homestead registered as state-owned allocated land should be included in the accounting scope of farmers' housing security rights and interests, and the area of farmers' apartments should be converted according to the construction area and project volume ratio.
The policy of "one household, one house" means that the average homestead land area and rural housing construction area of all building households in the same household (subject to the household registration of public security organs) shall not exceed the upper limit of "one house".
When building households apply for the construction of rural houses, the examination and approval departments of towns and streets need to check the use of family homesteads and the construction of rural houses through the city's rural house ledger.
