I. Pretrial
(1) Pre-application
1. Login: the applicant is located in official website, cjol, Soochow (please open an account if you don't have an account,);
2. Fill in the application information: truthfully fill in the application information item by item according to the system prompt.
3. Upload application materials: upload clear, true and effective application materials item by item according to the system prompts. Materials include: education background, degree or title, national vocational qualification (vocational skill level), household registration and marriage materials, honest commitment, social insurance materials, etc. (Note: those who apply for professional titles need to bring professional title-related materials (originals and photocopies of all materials) and Suzhou Talent Professional Title Certificate Examination Form (attachment 1) to the human resources management department for professional title evaluation, and the address is Room 7 18, Block B, Yuexisu Street 198 Business Center).
(2) Pre-trial. The staff of our center will complete the information comparison of pre-application information and materials through online comparison within 3 working days from the date of receiving the pre-application materials, and feed back the pre-examination results. Among them, the application materials with professional and technical titles or national vocational qualifications (vocational skill levels) are forwarded by the staff of our center to our professional and technical personnel service center or vocational skill appraisal institution for material review, and after the material feedback, our center will pre-examine the application materials.
(3) Shift gears
1. If the applicant has the right to keep the file and intends to settle down, the unit will issue the File Transfer Letter by itself;
2. Personnel from other units who intend to settle down shall, after passing the preliminary examination, enter the household registration for file transfer procedures. Our center will complete the approval of document transfer within three working days. After the approval is completed, I can enter the public service account to print the file transfer letter stamped with the electronic seal, and I will go through the personnel file transfer formalities with the file transfer letter to the original file storage institution.
[Before self-printing the file transfer letter, please contact the original file storage institution. If the other party does not accept the self-printed letter, he can bring his resident ID card to our center (3rd floor, Tayun Road 178, Yuexi Street, Wuzhong District) to handle the file transfer letter].
Second, publicity.
1. Announcement. After preliminary examination, the application materials basically meet the requirements and are published on the website of our center.
2. Internal publicity of the unit. From the date of receiving the notice from our center, the unit shall publicize it on the internal bulletin board or information system, and post the List of Internal Publicity of the Units Applying to Settle in the Soviet Union (Annex 6). The publicity period shall not be less than five working days, and the results of publicity shall be truthfully fed back, and the Receipt of Internal Publicity of Suzhou Personnel Settlement Application Unit (Annex 4) and photos or screenshots of information system publicity publicized on the internal publicity column of the unit shall be submitted.
If there is any objection to the publicity, our center will organize investigation and verification with relevant departments within 30 working days from the date of receiving the report materials, and inform the verification results.
3. If the archives of other units are found to be lacking in key archival materials after being transferred to our center, our center will issue a Notice on the Lack of Archival Materials for Suzhou Talents to Settle in (Annex 8), informing them of the lack of materials and its possible impact at one time. I will make a written notice and submit a letter of commitment to supplement the filing materials.
However, if the application conditions are academic qualifications, degrees or titles, the materials reflecting academic qualifications, degrees or titles in the archives shall be complete, true and effective.
Four. Submission of materials
In addition to the compliance materials submitted at the time of pre-application, the applicant shall enter the public service account and submit the following materials after the pre-trial has passed and the publicity has ended without objection:
1. Receipt for internal publicity of personnel coming to Soviet Union (Annex 4);
2. Submit the "Application Form for Electronic Card Transfer" for Jiangsu household registration (Annex 9);
3. Other corrected materials;
Verb (abbreviation for verb) accepts application.
Our center will decide whether to accept the application within 3 working days after receiving the application materials. Those who meet the requirements for settlement and have complete application materials will enter the review process.
If it does not meet the conditions for settlement or is not accepted in the third point of the fourth paragraph of Article 3 of the Detailed Rules, it shall inform the reasons for not accepting it. If the application materials are incomplete, inform the materials that need to be supplemented at one time.
Examination and approval of intransitive verbs
If the materials are complete, our center will organize the examination and approval within 5 working days from the date of acceptance. For those who meet the conditions of settlement after preliminary examination and review, with the consent of the person in charge of our center, the Suzhou Talent Settlement Registration Form (automatically generated by this form system) will be issued and forwarded to the public security organ of the place to be settled.
If the applicant unit or individual fails to pass the examination in the fifth paragraph of Article 3 of the Detailed Rules, our center will give feedback and explain the reasons.
Seven. Household registration migration
According to the notice of the public security organ and the requirements of the sixth paragraph of Article 3 of the Detailed Rules, the personnel to be settled shall go through the formalities of relocation and settlement in registered permanent residence.
(a): Settled persons in collective households
A: After the final audit is completed, please log in to your account and print the information collection form automatically generated by the system according to the information you fill in. 10 working days after the final review, please bring the information collection form, my ID card and other materials to Yuexi police station for household registration transfer. You can consult the relevant public security departments for details.
B: For people outside Jiangsu Province, please log in to your account and print the information collection form automatically generated by the system according to the information you fill in after the final audit is completed and the household registration transfer certificate issued by the public security department of the place where you move out is obtained. Please bring the information collection form, my ID card and other materials to registered permanent residence, Yuexi police station for relocation. You can consult the relevant public security departments for details.
(2): People who have settled in personal property, unit collective households or other shelters.
A: People in Jiangsu Province don't need to go through the formalities in the public security department where they move out, because people in Jiangsu Province fill out electronic passes. You can check the relevant progress at the local police station within 10 working days after the final audit is completed.
B: People from outside Jiangsu Province will be issued a migration permit by the public security department where you move in. You can bring your birth permit to the registered permanent residence migration permit of the public security department where you move out, and then bring your household registration permit, ID card and other materials to the police station where you move in. Please consult the relevant public security department for details: because you choose whether to mail the birth permit to the public security department where you move in, if you choose "mail" or "don't mail", you can go to the public security department where you move in.
