Second, the registration conditions
According to the Notice of Ministry of Human Resources and Social Security on Printing and Distributing the Provisions on Economic Professional and Technical Qualification and the Measures for the Implementation of Economic Professional and Technical Qualification Examination (Ministry of Human Resources and Social Security [2020]1No.). All economic professionals who abide by the Constitution and laws of People's Republic of China (PRC), have good moral conduct and professional quality, and meet the registration requirements for the primary, intermediate and advanced economic professional and technical qualification examinations can sign up for the corresponding level examinations.
(a) who is engaged in economic professional work, with high school education recognized by the national education department (including senior high school, technical secondary school, vocational high school, technical school, the same below) or above, can sign up for the primary economic professional and technical qualification examination.
(two) one of the following conditions, you can sign up for the intermediate economic professional and technical qualification examination:
1. Graduated from high school and obtained the technical qualification of primary economy major, and worked in related majors for over 10 years;
2. Have a college degree and have been engaged in related professional work for 6 years;
3. Obtain a bachelor's degree or bachelor's degree and have been engaged in related professional work for 4 years;

5. Have a master's degree and have been engaged in relevant professional work for 1 year;
6. Have a doctorate;

(three) the candidates for the advanced qualification examination are those who intend to declare the title of senior economist. The validity period of examination results is defined, and applicants should master the examination by themselves before entering the examination.

(five) since 2023, intellectual property professionals have participated in the economic series professional and technical qualification examination or title evaluation. Relevant titles in the field of intellectual property obtained in accordance with relevant regulations can be used as conditions for entering the higher-level professional and technical qualification examination or evaluation of economic series intellectual property majors. (2) Information verification. The personal identity, education background, major, work unit, relevant working years and other information submitted by the applicant are verified through the national integrated online government service platform, data sharing and exchange platform, internal verification of government departments and inter-departmental administrative assistance. During the trial period, the information verification results are divided into two types.
1. Verification passed. Such personnel have passed the examination and have no objection to publicity. If there are no other abnormalities, manual verification will not be conducted in principle. According to the specific requirements of localized management of examination registration, examination institutions can use government data to review the household registration, social security and other information of applicants.
2. Unable to verify, verification failed. Such personnel should complete the registration according to the instructions of the online registration procedure, and conduct on-site manual verification after the examination during the probation period, that is, the examination results reach the qualified standard, and participate in the post-examination qualification review at the specified time and place according to the requirements of manual verification (Annex 1) after the examination.
(3) It is not applicable to inform the commitment system personnel. In the professional and technical personnel qualification examination, there are violations of discipline and discipline recorded in the integrity file of the professional and technical personnel qualification examination, and the applicants in the recording period are not applicable to the notification commitment system. During the registration period, such personnel must bring the original ID card, the original academic certificate, the unit labor contract, social security payment records and other related materials, and go to the local city and state personnel examination institutions for on-site registration according to the principle of territoriality. If the test scores meet the qualified standards, they will participate in on-site manual verification after the test.
(4) Strengthen post-event supervision. Supervise and manage the whole process of applying for the exam, smooth the channels of supervision and reporting, and accept social supervision. Qualified personnel who intend to obtain qualification certificates shall be publicized on the portal website, and any report shall be verified and thoroughly investigated. At the same time, the qualifications of applicants are examined in a certain way. If it is found that it does not meet the registration conditions, it will be invalid according to the test results. Establish and improve the retrospective accountability review system. Applicants should fill in electronic documents and upload materials for long-term preservation as basic data of human resources. Whenever it is found that they do not meet the requirements for entering the exam or practise fraud, their corresponding professional qualifications will be cancelled, and the corresponding professional qualifications or other rights and interests will also be cancelled.
(5) Strict punishment for dishonesty. Those who deliberately conceal the real situation, provide false promises or obtain corresponding qualification certificates (achievement certificates) by other improper means shall be dealt with in strict accordance with the Provisions on Handling Disciplinary Acts in the Qualification Examination for Professional and Technical Personnel (Ministry of Human Resources and Social Security Order No.31).
Establish a blacklist system for untrustworthy personnel, increase joint punishment for dishonesty, and strengthen cross-departmental linkage response. Acts of dishonesty are recorded in the integrity files of professional and technical personnel qualification examination, and the untrustworthy personnel in the integrity files are included in the national credit information sharing platform, and the joint disciplinary mechanism of "one place is untrustworthy and everywhere is limited" is improved. The information of untrustworthy personnel will be announced or notified to the public as appropriate, and the unit to which the party belongs will be informed. After filling in the relevant information, the system generates the Commitment Letter for Registration and Certification of Professional and Technical Personnel Qualification Examination, which is signed and submitted by the applicant himself (no commitment is allowed). The electronic text of the commitment letter can be downloaded and saved.
4. Check the application information carefully again. After the applicant confirms to fill in, select and upload the information, he needs to pay the fee within the specified time; Before the payment is confirmed, the applicant can modify the registration information by himself. Once the payment is made, the information filled in will not be modified. When paying online, please use a bank card (not limited to banks) marked "UnionPay" for online payment. 5. After the payment is successful, please click "Registration Complete". Once the payment is successful, the system will not refund the fee. (2) Matters needing attention in online registration
1. Due to online verification and submission, it takes 24 hours to log in to the registration system to remind applicants to reserve enough registration time.
2. If the applicant sends the wrong photos, fills in the wrong personal information, chooses the wrong application information, fails to pay fees, does not meet the application conditions and other reasons, resulting in problems in taking the exam, marking papers, communication, qualification examination, certificate issuance and use, the applicant is responsible for it.
3. Sixth, the examination method
(1) Advanced Examination
Advanced examination advanced economic practice 1 subject, focusing on questions and combining objective questions. Personnel must meet the unified national qualification standards in order to obtain proof of examination results.
The advanced examination will be implemented in two batches, morning and afternoon, within 1 day. The specific examination time and batch division of each professional category will be determined separately according to the registration situation.
The length of the advanced economic practice exam is 3 hours, and personnel can hand in their papers 1 hour in advance to leave school.
(2) Junior high school examination
Both the elementary and intermediate exams set the public course "Basic Economic Knowledge" and the specialized course "Professional Knowledge and Practice", and the questions are objective. Since 2023, the examination results of junior and middle schools have been managed in a rolling way with a cycle of two years. Only after passing all the subjects in two consecutive examination years can the personnel obtain the qualification certificate of the corresponding level.
The junior high school examination is implemented in four batches (2 days and 4 afternoons) (Annex 1). The specific examination time and batch division of all levels and professional categories will be determined separately according to the registration situation.
The examination duration of each subject of junior high school examination is 1.5 hours, and each subject can be handed in 15 minutes in advance. At the same time, if you apply for public subjects and professional subjects, the exams of the two subjects will be organized by sub-subjects. The total examination time is 3 hours, and the two subjects can hand in their papers 30 minutes in advance.
(three) personnel must bring their admission ticket and valid identity card or the original social security card of the People's Republic of China before entering the examination room.
(4) The examinations at all levels are electronic, and the staff must answer them on the computer. For some subjects with a large amount of calculation, the examination room is equipped with draft paper, and the stationery that personnel can carry is limited to pencils.

(6) During the examination, the personnel must strictly abide by the rules, operating instructions and answering requirements given by the computer examination system.
