Huaian residential elevator safety regulations

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of the People's Republic of China on the Safety of Special Equipment, the Regulations of Jiangsu Province on the Safety of Special Equipment and other laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the safety management of residential elevators and ensure the safety of people and property. Article 2 These Regulations shall apply to the selection, configuration, installation, renovation, repair, use, maintenance, inspection, emergency response, supervision and management of residential elevators within the administrative area of this Municipality.

The term "residential elevator" as mentioned in these Regulations refers to the elevator installed and used in residential buildings (including commercial and residential buildings).

These regulations are not applicable to the safety management of personal or family-occupied residential elevators. Article 3 The people's governments of cities and counties (districts) shall strengthen their leadership over the safety of residential elevators, establish a coordination mechanism, build a unified emergency rescue system for residential elevators, and timely solve major problems existing in the supervision and management of residential elevator safety.

The Town People's Government and the sub-district offices shall cooperate and assist in the work related to the safety supervision and management of residential elevators. Fourth special equipment safety supervision and management department is responsible for the safety supervision and management of residential elevators within their respective administrative areas.

Housing and urban and rural construction, natural resources and planning, public security, emergency management, education and other departments and fire rescue agencies shall, in accordance with their respective responsibilities, do a good job in the supervision and management of residential elevator safety. Fifth special equipment safety supervision and management departments should strengthen the publicity of residential elevator safety laws, regulations and safety knowledge.

Residential elevator users, news media and schools should publicize elevator safety knowledge, enhance public safety awareness, and guide safe and civilized elevator rides. Article 6 The elevator industry association shall establish an industry self-discipline mechanism, formulate industry norms, promote the honest operation of the industry, maintain fair competition and improve the service level of the industry. Chapter II Selection, Configuration and Construction Article 7 The selection and configuration of residential elevators shall conform to the relevant national and provincial standards and norms.

For newly-built houses with more than four floors, if the height of the entrance floor is more than ten meters away from the outdoor design ground, elevators shall be installed. 12 floor or newly-built residence with a building height exceeding 33m, each unit shall be equipped with at least 2 elevators, of which 1 elevator can accommodate stretchers.

Newly installed residential elevators should have the functions of operation parameter collection, information network transmission, automatic alarm, real-time call and video monitoring system.

Residential elevators that have been put into use before the implementation of these regulations shall conform to the provisions of the third paragraph after major maintenance or transformation. Article 8 When installing elevators in residential projects, the construction unit shall perform the following obligations:

(a) to ensure that the elevator shaft, pit, machine room, guide rail installation foundation and other special engineering designs meet the requirements of elevator installation, use, leak-proof and moisture-proof pit and temperature and humidity adjustment of machine room;

(two) supervision of the elevator civil engineering construction units in accordance with the engineering design drawings and construction technical standards;

(3) Before the elevator installation, organize the elevator civil engineering design, construction, supervision, elevator installation and other units to conduct on-site inspection on the elevator shaft, pit, machine room, guide rail installation foundation and other civil engineering, and install the elevator only after passing the inspection;

(four) when the construction project is completed and accepted, realize the full coverage of mobile communication signals in the elevator shaft and car. Ninth residential elevator installation, renovation and maintenance shall be carried out by the elevator manufacturing unit or its entrusted unit that has obtained the corresponding license according to law.

If the manufacturing unit has cancelled or no longer has the corresponding elevator manufacturing license, or is unable to obtain the entrustment of the manufacturing unit, the elevator user may entrust other units with corresponding licenses to carry out renovation and maintenance with the consent of the elevator owner according to law. The entrusted unit shall be responsible for the safety performance of the elevator after its renovation or maintenance.

The construction unit entrusted with elevator installation, renovation and maintenance shall not subcontract or subcontract its contracted business. Tenth residential elevator installation, renovation and maintenance of the construction unit shall perform the following obligations:

(1) Inform the safety supervision and management department of special equipment in writing of the elevator installation, renovation and maintenance to be carried out before construction;

(two) the preparation of the construction plan, the implementation of the construction site safety protection measures;

(three) take effective measures to prevent the elevator from being used by others before the elevator is delivered for use;

(four) entrusted with the transformation, the transformation unit shall affix the nameplate of the elevator transformation, indicating the model parameters, equipment number and the name of the transformation unit after the transformation, and issue relevant technical documents as required. Eleventh residential elevator installation, renovation, major maintenance is completed and passed the supervision and inspection, the elevator construction unit shall hand over the keys, relevant technical data and documents to the elevator users.

When elevators are installed in newly-built houses, the construction unit and the realty service enterprise shall jointly inspect the elevators before the realty service enterprise undertakes the realty. Twelfth existing residential elevator installation should follow the principle of government guidance, voluntary owners, to ensure safety, to meet the requirements of building structural safety and fire safety.

The specific measures for installing elevators in existing houses shall be formulated by the Municipal People's Government. Chapter III Use and Maintenance Article 13 Users of residential elevators shall be responsible for the safety of the use of residential elevators.

Residential elevator use units are determined in accordance with the following provisions:

(a) the newly installed elevator has not been handed over, and the construction unit is the user.

(two) entrusted by the realty service enterprise or other managers, the trustee is the user.

(three) the management of the realty service enterprise or other managers is not entrusted, and the elevator belongs to a single owner, and the owner is the elevator user; If it belongs to multiple owners, the user shall be determined through a written agreement.

Unable to determine the use of residential elevator units, the town people's government and street offices where the residential property is located shall urge the elevator owners to determine the use of units in a timely manner; After written supervision is still unable to determine the use of units, the town people's government and street offices where the residential property is located shall designate the use of units.

Residential elevators that have not been determined to use units shall not be put into use.
