(3) Having more than one software product developed by the enterprise or having intellectual property rights of the enterprise, or providing technical services such as computer information system integration recognized by the qualification grade;
(4) The proportion of technical personnel engaged in software product development and technical services to the total number of employees of the enterprise is not less than 50%;
(5) Having technical equipment and business premises required for software development and corresponding technical services;
(6) Having the means and ability to ensure the quality of software products and technical services;
(7) The research and development funds of software technology and products account for more than 8% of the annual software income of enterprises;
(8) The annual software sales revenue accounts for more than 35% of the total annual income of the enterprise, of which the self-produced software revenue accounts for more than 50% of the software sales revenue;
(nine) the enterprise has clear property rights, standardized management and law-abiding operation.

3. Application conditions for software product registration:
(1) The development and production of software products shall comply with the provisions of laws and regulations and conform to the relevant national technical and safety standards.
(2) Obtain test certification materials issued by qualified software testing institutions. The test report shall be issued by a qualified third-party software testing institution or a software testing institution recognized by the provincial software industry department.
(3) The software products developed and produced by the software product development and production unit shall be the software that the unit enjoys copyright or is licensed by the copyright owner or other right holders.

Standards and administrative measures for software enterprise accreditation Article 22 When applying for software enterprise accreditation or annual review, an enterprise shall truthfully provide the materials and contents required by these measures. Providing false materials or false contents, once verified, the accreditation body will stop accepting its accreditation application or report to the competent department of information industry to revoke the qualification of the enterprise to enjoy the "encouragement policy" in that year, and report to the superior competent department of information industry for the record.
Twenty-third accreditation bodies in violation of the provisions of these measures, the authorized information industry authorities shall order rectification within a time limit. If no correction is made within the time limit, its accreditation qualification shall be revoked.
Twenty-fourth staff members of software enterprise accreditation bodies who abuse their powers, engage in malpractices for selfish ends and infringe upon the legitimate rights and interests of enterprises shall be given administrative sanctions by their units; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.
Twenty-fifth software enterprise identification application form, annual examination application form and other forms and software enterprise identification certificate are uniformly printed by the Ministry of Information Industry.
Article 26 The Ministry of Information Industry shall be responsible for the interpretation of these Measures.
Article 27 These Measures shall be implemented as of the date of promulgation.
