Main functions of Jinan public resources trading center

(a) to implement the relevant laws, regulations and policies on public resources transactions, and organize the implementation of relevant management systems.

(three) to organize the implementation of the project procurement listed in the government centralized procurement catalogue.

(four) responsible for the construction, operation and maintenance of the public * * * resources trading information platform, and uniformly publish the public * * * resources trading announcements and trading results and other related information.

(five) to sort out and save the relevant information in the transaction process, establish the credit file of public resources transaction, and provide support for the supervision of public resources transaction industry.

(six) responsible for the unified collection and refund of fees and deposits related to public resources transactions.

(seven) to complete other tasks assigned by the municipal government.

Jinan Public Resources Trading Center has seven internal institutions:

(1) office (marked with fund settlement office). To undertake the comprehensive coordination and management services of the daily work of the center, and undertake the work of messages, meetings, confidentiality, publicity, archives, finance, fixed assets, emergency management, government affairs disclosure, proposal handling, etc. To undertake the drafting of central regulations and comprehensive manuscripts; To undertake the collection and refund of trading deposits.

To undertake the central organization establishment and personnel management; To undertake cadre examinations, selection and appointment, rewards and punishments, deployment, training, assessment, personnel files, wages and benefits, social insurance, and management of going abroad; To undertake the management and service of retirees in the center.

Responsible for the unified organization and implementation of government agencies, institutions and organizations to be included in the government centralized procurement directory of project procurement; Entrusted by the purchaser, acting as an agent for project procurement within the scope of entrustment; Organize the signing of government procurement project contracts.

Book and track the implementation of the contract; Responsible for the supplier qualification examination in the process of government procurement bidding organized by the center and the management of the municipal government procurement supplier information base.

(4) transaction 2. Be responsible for providing platforms and related services for construction project transactions, and be responsible for statistics, summary, submission, data collection, collation and archiving of business data related to construction project transactions.

(5) Three transactions. Responsible for the business services such as announcement, deposit management and transaction confirmation in the process of bidding, auction and transfer of land and mining rights; To provide a platform and related services for other public resource trading activities except government procurement and construction project transactions stipulated by the state, province and city, as well as other public resource trading activities undertaken by other entrusted centers.

(6) coordinating the liaison office. To undertake the internal supervision of the organization and implementation of on-site trading activities; To undertake letters and visits, supervision, public hotlines, queries and complaints, and establish and improve credit files for public resources transactions; To explain, consult and answer policies and regulations related to public resource transactions; Assist relevant departments to investigate and deal with violations of laws and regulations in trading activities; Guide and coordinate the relevant work of each sub-center.

(7) Information Technology Division. To undertake the management and maintenance of information construction of municipal public resource trading platform; Undertake the collection, analysis and application of big data of public resources, and provide support for the comprehensive management, administrative supervision, supervision and audit of public resources transactions; Undertake the network security and information security of the platform; Guide the informatization construction of the city's public resource trading platform.
