Power supply business organizations in the power supply business area have the obligation to supply power to users in their business areas in accordance with state regulations, and may not refuse to supply power to units and individuals applying for electricity in their business areas in violation of state regulations. To apply for new electricity consumption, temporary electricity consumption, increased electricity consumption, change of electricity consumption and termination of electricity consumption, procedures shall be handled in accordance with the prescribed procedures. Power supply enterprises shall publish the procedures, systems and charging standards for electricity consumption in their business premises to provide information for users.
The power supply and demand parties shall sign a power supply and demand contract according to the principles of equality, voluntariness and consensus, and determine the rights and obligations of both parties in accordance with the power supply and demand measures formulated by the State Council. Power supply enterprises shall ensure that the quality of power supply provided to users meets the national standards. Power supply quality problems caused by public power supply facilities should be dealt with in time. If users have special requirements for power supply quality, power supply enterprises should provide corresponding power according to their necessity and the possibility of power grid.
Users should install electric energy metering devices. The user's electricity consumption shall be subject to the records of the electric energy metering device legally recognized by the metrological verification institution. The design, construction, installation and operation management of user power receiving devices shall conform to national standards or electric power industry standards. Users shall not endanger safety and disturb the order of power supply and consumption. Power supply enterprises have the right to stop acts that endanger safety and disrupt the order of power supply and consumption.
No unit may set the electricity price beyond the authority of electricity price management. Power supply enterprises shall not change the electricity price without authorization. It is forbidden for any unit or individual to add other fees to the electricity bill. Where the local fund-raising office charges additional fees for electricity, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate measures in accordance with the relevant provisions of the State Council. Power supply enterprises are prohibited from charging other fees when collecting electricity charges.
People's Republic of China (PRC) electricity method
Article 60 If an electric power operation accident causes damage to users or third parties, the electric power enterprise shall be liable for compensation according to law.
Electric power enterprises shall not be liable for compensation for power operation accidents caused by one of the following reasons:
(1) force majeure;
(2) The user's own fault.
If the fault of the user or the third party causes damage to the power enterprise or other users, the user or the third party shall be liable for compensation according to law.
