What land can be used for photovoltaic power generation projects?

According to the nature, the land for photovoltaic projects is mainly divided into agricultural land, construction land and unused land. Agricultural land refers to the land directly used for agricultural production, including cultivated land, woodland, grassland, farmland water conservancy land, aquaculture water surface and so on. Construction land refers to the land for building buildings and structures, including urban and rural housing and public facilities, industrial and mining land, transportation and water conservancy facilities, tourism land and military facilities. Unused land refers to land other than agricultural land and construction land, such as four wasteland. For the construction land, the project land can be obtained by transferring or leasing. For non-construction land, different land use procedures need to be handled.

The construction of photovoltaic power station must go through the formalities for examination and approval of forest land use according to law. If the "forest-light complementary" land use mode is adopted, the battery module array will go through the procedures of using forest land according to temporary occupation during the construction period, and both parties can sign a compensation agreement during the operation period to use forest land by lease.

Local forestry authorities should strengthen supervision and regular inspection to ensure that photovoltaic power station construction uses forest land in accordance with the law. Actively explore and support the combination of photovoltaic power station construction and afforestation in suitable forest land.
