Energy conservation refers to strengthening energy management, taking measures that are technically feasible, economically reasonable and affordable for the environment and society, reducing consumption, reducing losses and pollutant emissions, stopping waste, and effectively and reasonably utilizing energy. Saving resources is the basic national policy of China. The state implements the energy development strategy of paying equal attention to conservation and development and giving priority to conservation.
The state supports energy-saving service institutions to carry out energy-saving knowledge propaganda and energy-saving technical training, and provide energy-saving information, energy-saving demonstrations and other public welfare energy-saving services. The state encourages trade associations to play a role in industry energy-saving planning, formulation and implementation of energy-saving standards, promotion of energy-saving technologies, energy consumption statistics, energy-saving publicity and training and information consultation.
Management system of energy-saving standard system
1. National standards and industry standards. The competent department of standardization in the State Council and the relevant departments in the State Council shall organize the formulation and timely revision of national standards and industry standards related to energy conservation, and establish and improve the energy conservation standard system.
The competent department of standardization in the State Council shall, jointly with the departments in charge of energy conservation in the State Council and relevant departments in the State Council, formulate mandatory energy efficiency standards for energy-using products and equipment and energy consumption quota standards for products with high energy consumption in the production process.
2. Enterprise energy-saving standards: The state encourages enterprises to formulate enterprise energy-saving standards that are stricter than national standards and industry standards.
3. Local energy-saving standards: provinces, autonomous regions and municipalities directly under the Central Government shall formulate local energy-saving standards that are stricter than mandatory national standards and industry standards, and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall report them to the State Council for approval; Except as otherwise provided for in this law.
4. Building energy efficiency standards: The national standards and industry standards for building energy efficiency are formulated by the competent construction department of the State Council and released according to legal procedures. The construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, according to local actual conditions, formulate local building energy-saving standards that are stricter than national standards or industry standards, and report them to the standardization departments in the State Council and the construction departments in the State Council for the record.
