I. General requirements
In the early and intermediate economic professional and technical qualification examinations in 2023, applicants will choose whether to use the notification commitment system (hereinafter referred to as the notification commitment system, for the work guide, see annex 1). Whether we choose the notification commitment system or not, we will check the applicants' registration qualifications before, during and after the exam, and all the results will be rechecked after the exam. In accordance with the relevant requirements of Ministry of Human Resources and Social Security Personnel Testing Center, we will increase the punishment for false promises and prevent organized cross-regional gangs from cheating in exams.
The implementation of the notification and commitment system is to fully implement the decision-making arrangements of the CPC Central Committee and the State Council on deepening the reform of "simplifying administration and decentralization, combining decentralization with management and improving services" and optimizing the business environment, so as to achieve fewer registration links, faster work and better service quality. In order to facilitate registration, we encourage applicants to choose the notification commitment system. Applicants who have not chosen the notification commitment system or are not applicable to the notification commitment system must submit relevant supporting materials and accept the whole process supervision. According to the requirements of the notification commitment system, applicants should promise that the information (including personal contact information) filled in is true, accurate, complete and effective, confirm that they meet the requirements for examination registration, bear the relevant responsibilities of false promises, and sign the Notification Commitment System for Registration of Professional and Technical Personnel Qualification Examination (see Annex 2 for a sample). All applicants will accept the supervision and comprehensive management of the whole society; Those who pass the examination, who intend to obtain the qualification certificate, will be audited by means of registration qualification examination and social security inquiry, and will be publicized on the portal website by the competent department of examination industry and personnel examination institutions.
Applicants who fill in information that is inconsistent with their true information, or who forge or alter relevant certificates, materials and information to cheat the examination qualification, will be dealt with severely in accordance with relevant regulations once verified:
(1) Before the examination, if the examination institution finds that the applicants do not meet the requirements for the examination, the examination registration will be invalid and the paid fees will not be refunded.
(2) After the examination, if the examination institution finds that the applicants do not meet the requirements for the examination during the verification or daily supervision, and obtain the examination results, the examination results of all subjects in this session will be invalid; Those who have obtained qualification certificates and achievement certificates are invalid.
(3) Applicants who have committed serious violations of discipline and discipline, such as providing false certification materials or obtaining corresponding qualification certificates or achievement certificates by other improper means, shall be dealt with in accordance with Articles 10 and 12 of the Provisions on Handling Violations of Discipline and Discipline in the Qualification Examination for Professional and Technical Personnel (OrderNo. 12).
