According to the Regulations on the Openness of Government Information in People's Republic of China (PRC) (hereinafter referred to as the Regulations), all government information held by public security organs related to economic development, social management and public services will be made public or provided at the request of citizens, legal persons and other organizations, except those that cannot be made public according to law. In order to better provide government information disclosure services, this organ has compiled the Guide for Government Information Disclosure of Longyan Public Security Bureau (hereinafter referred to as the Guide). Citizens, legal persons and other organizations can consult the guide on the website of the municipal government.

First, active disclosure

Scope of disclosure: For the scope of information voluntarily disclosed to the public free of charge, please refer to the Catalogue of Government Information Disclosure of Longyan Public Security Bureau (hereinafter referred to as the Catalogue) compiled by this organ. Citizens, legal persons and other organizations can consult the catalogue on the website of the municipal government.

Open form: for information that is voluntarily disclosed, it is mainly in the form of online disclosure. Supplementary publicity methods such as press conferences, newspapers, radio and TV reports will also be adopted.

Time limit for disclosure: government information will be made public in time after it is generated. If it cannot be disclosed in time due to special reasons, the disclosure time shall not be later than 15 days after the information is generated.

Second, according to the application.

Citizens, legal persons and other organizations that need to obtain government information other than that voluntarily disclosed by their own organs may apply to their own organs for obtaining it. When providing information according to the application, this organ shall provide it according to the actual situation of the information, and shall not process, count, study, analyze or otherwise process the information.

Submit a petition

The application form can be obtained from the accepting institution or copied by itself, and the electronic version can also be downloaded from the portal of Longyan Public Security Government (see annex 1).

The length is applied through the internet. After the applicant fills in the application form in the "Form Download" column of Longyan Public Security Government Portal, it can be sent to the mailbox of the accepting institution by email. In order to improve the efficiency of processing applications, the applicant should describe the required information as clearly as possible; If possible, please provide the title, release time, document number or other tips that will help our company determine the information carrier. If the applicant can determine the request number of the required information in advance according to the catalogue of government information disclosure, the relevant departments or units will make it public by answering on the spot or immediately.

2. Letter and fax applications. If the applicant applies by letter, please indicate the words "government information disclosure application" in the lower left corner of the envelope; If the applicant applies by fax, please indicate the words "government information disclosure application" accordingly.

3. Special procedures. Applicants applying for access to government information related to themselves shall submit a written application to the relevant departments or units with valid identity documents.

Application processing

The relevant departments or units shall register on the spot after receiving the application. Unless you can give an answer on the spot, you should conduct a substantive review within 15 working days from the date of registration, and give an answer according to the following different situations:

(a) belongs to the public, make a public decision;

(two) belong to the exemption from publicity, make a decision not to make public;

(three) the government information that belongs to the voluntary disclosure, and all departments or units have voluntarily disclosed it, shall guide and inform the right holders of information disclosure;

(four) government information that should be voluntarily disclosed but not disclosed. It should be made public to the public, and prompt the right holder of information disclosure;

(five) the application of government information does not belong to the scope of the accepting department or unit, it shall inform the applicant, and if the information department or unit can be determined, it shall inform the contact information;

(six) the application for disclosure of government information does not exist, it shall inform the applicant;

(seven) the contents of the application for disclosure are not clear, and the applicant shall be informed to make changes and supplements.

If a reply cannot be made within the prescribed time limit due to justifiable reasons, with the consent of the government information disclosure organ at the next higher level, the reply time limit may be appropriately extended and the applicant shall be informed in writing, and the longest extension period shall not exceed 15 working days.

charging standards

The fees charged by this organ for providing government information according to the application shall be determined by the municipal finance and price management department, and all the fees charged shall be turned over to the finance. If the applicant does have financial difficulties, the relevant expenses may be reduced or exempted with the approval of the person in charge of the government information disclosure work agency of this organ.

Three. Supervision methods and procedures

Citizens, legal persons or other organizations think that this organ has not fulfilled the obligation of government information disclosure according to law, and can make complaints through the website of the municipal government to supervise the complaint mailbox; Citizens, legal persons or other organizations can also report to the Municipal Supervision Bureau, and the organ that accepts the report will investigate and deal with it. Citizens, legal persons and other organizations may apply for administrative reconsideration in accordance with the law if they think that the specific administrative act of this organ violates the provisions and infringes on their legitimate rights and interests, and may bring an administrative lawsuit in accordance with the law if they are dissatisfied with the decision of administrative reconsideration; Citizens, legal persons and other organizations may also bring administrative proceedings directly to the people's court according to law.
