Chapter I General Principles
Article 1 In order to safeguard the legitimate rights and interests of the college and candidates, recruit students according to law, combine the actual enrollment work of the college, and formulate the Articles of Association according to the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws and regulations.

Tianjin Urban Construction Management Vocational and Technical College is a public full-time higher vocational college with the approval of Tianjin Municipal People's Government and the record of the Ministry of Education, which enrolls students nationwide.

Chapter II Enrollment Institutions
Article 4 The College shall have an Admissions Committee, which shall be fully responsible for the enrollment work of the College, formulate enrollment policies and plans, and decide on major issues related to enrollment.
Article 5 The Admissions Committee has an Admissions Office, which is a permanent organization to organize and implement the enrollment work and is responsible for the daily work.
Article 6 The supervision office of the College Commission for Discipline Inspection shall supervise the enrollment work.
Chapter III Enrollment Plan and Charging Standards
Seventh according to the development plan, school conditions, professional requirements, student status and social needs, formulate the enrollment plan of colleges and universities in 2020. According to the specific enrollment majors and enrollment numbers approved by the Ministry of Education, it will be sent to the college admissions offices of all provinces, municipalities directly under the Central Government and autonomous regions within the specified time, and will be announced to the public through the provincial enrollment examination information network, application guide and other channels and university websites. In the process of admission, according to the enrollment situation of students in various provinces, municipalities directly under the central government and autonomous regions, appropriate adjustments can be made in the inter-provincial enrollment plan after being studied by the College Admissions Committee and reported to the education administrative department for approval.
Article 8 Tuition standard: 5,000 yuan per student for general majors; Special majors are 5500 yuan per student per academic year; Art majors are 8000 yuan per student per academic year. Accommodation standard: 800 yuan for 8 students per academic year; 6 people, per student per academic year 1000 yuan. If the above charging standards are adjusted, they shall be implemented according to the documents approved by the price management department.
Chapter IV Access Rules
Article 9 Access shall follow the principles of fair competition, open selection and open procedures; Implement the relevant provisions of the admission policies and articles of association formulated by the Ministry of Education and the admissions committees of all provinces, autonomous regions and municipalities directly under the Central Government, and take candidates' volunteers and college entrance examination results as the main admission basis, comprehensively evaluate and select the best candidates. In the process of admission, I consciously accept the supervision of the admissions committees of all provinces, autonomous regions and municipalities directly under the Central Government, the discipline inspection and supervision departments, candidates and all sectors of society.
Article 10 The principle of voluntary provinces in sequence shall be applied to college volunteers, and the principle of voluntary priority shall be adopted for admission, that is, candidates who apply for the first choice shall be admitted from high to low according to the voluntary order of colleges and universities reported by candidates, and only when the number of candidates who apply for the first choice in the same batch with the lowest control line announced by provinces, and the number of candidates who apply for the second choice in autonomous regions and municipalities directly under the Central Government is less than the enrollment plan, will they be admitted, and so on. In the provinces where parallel volunteer is implemented, the admission rules shall be subject to the provisions of the local provincial admissions department.
Eleventh professional volunteer admission scores are preferred, that is, first queue up according to high scores to low scores, and then enroll in the order of professional volunteers reported by candidates. If the candidate's score does not reach the first professional volunteer admission score, that is, whether it reaches the second professional volunteer admission score, and so on until the last professional volunteer. In the case that the professional volunteers reported by the candidates are not admitted, those who are subject to professional adjustment can be transferred to unfinished majors; Those who do not obey the adjustment will be dismissed. The Inner Mongolia Autonomous Region implements the principle of "voluntary professional clearing".
Twelfth in the implementation of the comprehensive reform of the college entrance examination in Shanghai, Zhejiang, Beijing, Tianjin and other provinces (autonomous regions and municipalities), in accordance with the reform plan and related measures announced by the provinces. Candidates in the pilot provinces (autonomous regions and municipalities) of the college entrance examination reform must meet the requirements of the subjects selected by the college. When the results of filing are the same, professional admission shall be conducted according to the same sorting rules determined by the provinces (autonomous regions and municipalities).
Thirteenth Tianjin candidates, according to the spirit of the relevant documents of the Ministry of Education and the Tianjin Admissions Committee, in line with the principles of fairness, justice and openness, take the scores of Chinese, mathematics and foreign languages in the general college entrance examination as the main admission basis, and refer to the scores of the ordinary high school academic level examination and the comprehensive quality evaluation results. If the candidates' scores are the same, compare the scores of Chinese and mathematics in turn, and the one with the higher score is preferred.
Fourteenth policy candidates admission in accordance with the principles stipulated by the Ministry of education.
Fifteenth under the same conditions, priority is given to candidates who have won the honorary titles of provincial/municipal outstanding students, outstanding student cadres, and three excellent students; Secondly, literature and history compare Chinese, foreign languages and mathematics in turn; In science and engineering, the scores of mathematics, foreign languages and Chinese are compared in turn, and the higher one is preferred (if the candidate's province has relevant regulations, the requirements of the province will be implemented).
Article 16 Art admission rules. According to the requirements of the admissions departments of provinces, autonomous regions and municipalities directly under the central government, on the basis that the candidates' cultural achievements in the college entrance examination reach the control line of the art majors in the provinces, autonomous regions and municipalities directly under the central government and the results of the joint or unified examinations are qualified, they are admitted according to the admission principles of the art majors in the admissions departments of the provinces, autonomous regions and municipalities directly under the central government. If the admissions departments of the provinces, autonomous regions and municipalities directly under the Central Government where the candidates are located have no clear requirements for the admission of art majors, they will be admitted according to the sum of the cultural achievements of the college entrance examination and the results of the joint entrance examination or the unified examination. If there are candidates with the same score, priority will be given to those with higher scores in professional courses. If the scores of professional courses are still the same, they will be admitted according to the scores of Chinese, mathematics and foreign languages from high to low.
Seventeenth admission majors shall be implemented in accordance with the requirements of "Guiding Opinions on Enrollment Physical Examination in Colleges and Universities" and "Notice on Issues Related to Cancellation of Hepatitis B Detection in Enrollment Physical Examination in Colleges and Universities".
Article 18 Foreign language courses for all majors in the college are in English, and candidates in minority languages should fill them out carefully.
Nineteenth after receiving the list of candidates approved by the admissions departments of all provinces, autonomous regions and municipalities directly under the central government, send the admission notice by express mail.
Chapter V Follow-up Management
Twentieth admitted freshmen should go through the admission formalities according to the relevant requirements and the time limit stipulated by the college. If you can't enter school on schedule for some reason, you should ask for leave from the College Admissions Office. Those who fail to take time off or take time off overdue shall be deemed to have waived their admission qualification except for justified reasons such as force majeure. For freshmen who pass the examination, go through the admission procedures and register as students; If fraud is found in the review, the admission procedures will not be handled. According to the national policy, freshmen who are enlisted in the army should apply for retaining their admission qualifications within the time specified by the school.
Twenty-first freshmen, after entering the school, shall be managed according to the Regulations on Student Management of Tianjin Vocational College of Urban Management and the Detailed Rules for the Implementation of Student Status Management of Tianjin Vocational College of Urban Management, and the students shall be trained according to the professional talent training plan.
Article 22 The college implements various state-funded policies such as "award, assistance, loan, reduction and exemption" to provide work-study jobs for poor students. Establish a green entrance channel to help students with difficulties successfully complete their studies.
Twenty-third students who have completed the required studies and reached the graduation standards after examination are awarded the graduation certificate of Tianjin Urban Construction Management Vocational and Technical College.
Chapter VI Supplementary Provisions
Article 24 These Articles of Association are only applicable to the higher vocational enrollment of Tianjin Urban Construction Management Vocational and Technical College in 2020.
Article 25 The Articles of Association shall be examined and approved by the College Admissions Committee and submitted to the higher authorities for examination and approval.
Article 26 The Articles of Association shall come into force as of the date of promulgation. Tianjin Urban Construction Management Vocational and Technical College's previous policies and regulations on higher vocational enrollment that are inconsistent with the articles of association shall be abolished, and the articles of association shall prevail.
Twenty-seventh in the process of enrollment consultation, the opinions and suggestions of consultants are only used as a reference for candidates to fill in their volunteers, and are not part of the admission commitment of colleges and universities.
Article 28 The articles of association shall be interpreted by the Admissions Office of Tianjin Urban Construction Management Vocational and Technical College.
