Rental housing management agencies are specifically responsible for the daily management of public rental housing in this region.
Development and reform, supervision, finance, human resources and social security, price, land and resources, urban and rural planning, civil affairs, taxation, banking supervision and the People's Bank of China and other relevant departments shall carry out their duties and cooperate closely to assist in the related work of public rental housing.
Article 1 In order to further improve the housing security system in our city and strengthen the management of public rental housing in our city, according to the provisions and requirements of the Administrative Measures for Public Rental Housing of the Ministry of Housing and Urban-Rural Development, the Measures for Urban Housing Security in Guangdong Province and the Implementation Opinions of the General Office of the Provincial People's Government on Accelerating the Development of Public Rental Housing (Guangdong Government Office [2010] No.65),
Article 2 These Rules shall apply to the construction, distribution and management of public rental housing within the administrative area of this Municipality.
Article 3 The term "public rental housing" as mentioned in these Detailed Rules refers to the indemnificatory housing that is limited in construction standards and rent levels, and is rented for families with housing difficulties with lower-middle income in cities and towns, newly employed workers without housing and migrant workers with stable employment in cities and towns who meet the prescribed conditions.
The measures for the administration of public rental housing have come to an end. Public rental housing can be raised through new construction, reconstruction, acquisition and long-term lease, and can be invested by the government, supported by government policies and invested by social forces.
