Conditions and procedures for the identification of high-tech enterprises in Chuzhou city

According to "Several Measures of Chuzhou City on Accelerating the Transformation of Scientific and Technological Achievements and Promoting the Construction of National Innovative City", the newly recognized national high-tech enterprises will be rewarded by the beneficiary finance of not less than 654.38 million yuan, and the municipal finance will reward them according to their innovative performance.

As a high-tech enterprise, it must meet the following conditions:

1. Enterprises must be registered for more than one year when applying for accreditation.

2. The enterprise obtains the ownership of the intellectual property rights that support the core technology of its main products (services) through independent research and development, transfer, donation and merger.

3. The technology whose main products (services) play a core supporting role belongs to the scope of "high-tech fields supported by the state".

4. The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the enterprise in the total number of employees in that year shall not be less than 10%.

5. The proportion of the total R&D expenses of the enterprise in the last three fiscal years (if the actual operating period is less than three years, it is calculated according to the actual operating time, the same below) to the total sales revenue in the same period meets the following requirements:

(1) The proportion of enterprises with sales income of less than 50 million yuan (inclusive) in the latest year is not less than 5%;

(2) The proportion of enterprises with sales income of 50 million yuan to 200 million yuan (inclusive) in the latest year is not less than 4%;

(3) The proportion of enterprises with sales income of more than 200 million yuan in the previous year shall not be less than 3%;

Among them, the total R&D expenses incurred by enterprises in China are not less than 60% of the total R&D expenses.

Declaration procedure:

(1) enterprise application

1. Enterprise self-evaluation. Enterprises should conduct self-assessment according to the relevant conditions stipulated in the "Identification Measures" and "Work Guide". If the self-assessment meets the requirements, it shall be declared in accordance with the requirements of this notice.

2. Registration statement. Enterprises log on to the government service platform of the Ministry of Science and Technology (hereinafter referred to as "State Grid", website:/) for registration, and declare after approval. Enterprises should fill in the application form for the identification of high-tech enterprises online, and upload relevant attachment certification materials as required, and complete the submission before the deadline for declaration, and will not be accepted after the deadline. For secret-related enterprises, the high-level application materials must be decrypted to ensure the security of secret-related information.

3. Check and confirm. The enterprises applying for the second batch after May 25th, July 25th and September 25th must log in to Anhui High-tech Industry Integrated Business Management System (hereinafter referred to as "Provincial Network", website: http://39.145.8.60: 8080/ahismp/CMS) to check and confirm the uploaded application materials. Login to the provincial network requires registration, and the Municipal Science and Technology Bureau is selected as the registration audit institution.

4. Submission of materials. Enterprises should submit copies and simplified versions of the application materials to the competent department of science and technology before the deadline for application, and bind them into volumes respectively. Enter the State Grid and print the Application for Watermark Recognition of High-tech Enterprises. After signing and stamping, the paper materials will be bound into a book in the order of attachment 1 (the paper materials and online materials must be consistent, in duplicate) and submitted to the science and technology bureaus of counties and cities. County Science and Technology Bureau will submit the materials to the Municipal Science and Technology Innovation Center (the specific time will be notified separately).

(2) Registration of intermediary institutions

Intermediaries participating in the special audit or verification of enterprise R&D expenses and high-tech products (services) income should register in the provincial network, upload the letter of commitment of intermediaries and the certification materials that meet the relevant provisions of the work guidelines. If the registered intermediary agency needs to update the certification materials, re-login with the original user name and password, and upload and submit.

(three) the county audit recommended

The competent departments of local science and technology bureaus should establish a joint working mechanism with local finance bureaus and tax bureaus, conscientiously do a good job in the audit and recommendation of enterprises within their jurisdiction, and organize personnel to conduct on-the-spot verification of enterprises in areas where conditions permit. The local competent department of science and technology shall submit the local application materials to the Municipal Science and Technology Bureau before the application deadline, and notify the enterprises to submit the application materials in the State Grid. The Municipal Science and Technology Bureau shall, jointly with the Municipal Finance Bureau and the Municipal Taxation Bureau, review the application materials of enterprises and recommend qualified enterprises to the Provincial Science and Technology Department.
