Xu Yahua, inspector of the Transportation Service Department of the Ministry of Transport, said that the goal of this reform is to basically establish an open, orderly, fair competition, high-quality service and standardized management driver training market system with the fundamental goal of cultivating safe and civilized drivers by 20 18, so as to meet the people's demand for learning to drive, better adapt to the development of automobile society and better serve the grand goal of building a well-off society in an all-round way.
Xu Yahua said that there are three main aspects of training reform:
First, China has formed a large-scale driving training market. By the end of last year, there were more than 65,438+3,000 motor vehicle driving training institutions nationwide, with 750,000 coaches and 620,000 coaches. The annual training volume of motor vehicle driving training institutions nationwide has reached more than 30 million. The laws and regulations system of China's driving training industry is improving day by day, and the quality of training services is steadily improving, which better meets the people's demand for learning to drive.
Second, attach great importance to the problems existing in the driving and training industry. This reform adheres to the problem orientation. In the past ten years, the demand for learning cars has been very strong, increasing by more than 15% every year. While the driving training industry is developing rapidly, it has also accumulated some problems to be solved urgently. First, the problem of exam-oriented education in driving and training institutions is more prominent, and the training quality needs to be further improved; Second, some driving and training institutions unilaterally pursue economic benefits and their service levels are uneven; Third, some driving and training institutions recruit students at low prices, charging fees under various excuses during the training process, and the fees for learning to drive are opaque. These problems urgently need to be solved through reform.
Third, push forward the two reforms of driving test and training together. The purpose of this driving training reform is to thoroughly implement the spirit of a series of documents issued by the State Council of the CPC Central Committee on decentralization, integration of decentralization and management, and serving people's livelihood, and to strengthen the main role of driving training institutions, promote the transformation and upgrading of the driving training industry, and provide more convenient, standardized and economical driving training services for the people in accordance with the principles of "decentralization, market-driven, strict training, quality improvement, innovative services, convenience for students, enhanced supervision, and survival of the fittest".
