Mental health work as mentioned in these Regulations refers to the work of maintaining and promoting the mental health and social adaptability of individuals and groups, including mental health education and promotion, psychological counseling, prevention, diagnosis, treatment, rehabilitation and scientific research of mental disorders.
Mental health institutions as mentioned in these Regulations include psychological consultation institutions, mental health medical institutions and disease prevention and control institutions. Article 3 To carry out mental health work, we should adhere to the principles of giving priority to prevention, combining prevention with treatment, giving priority to intervention, extensive coverage and management according to law, and establish a working mechanism of government-led, departmental cooperation and social participation. Article 4 The personal dignity, privacy and other legitimate rights and interests of psychological counseling visitors (hereinafter referred to as visitors) and patients with mental disorders shall be protected by law.
The municipal and district people's governments (hereinafter referred to as municipal and district governments) and their relevant departments shall take measures to protect the legitimate rights and interests of mental health practitioners. Fifth mental health work should be an important part of the construction of the public health system in the Special Zone and incorporated into the national economic and social development plan.
The municipal and district governments should strengthen the organization and leadership of mental health work, establish a financial guarantee system for mental health work, establish and improve the mental health service network, and promote the development of mental health. Article 6 The administrative department of health is the administrative department in charge of mental health work.
The municipal public health administrative department is responsible for the preparation and implementation of mental health work planning, the formulation of mental health policies, the examination and approval and supervision of mental health departments of mental health specialized hospitals and general hospitals; The district health administrative department is responsible for supervising the business activities of psychological counseling institutions, approving and supervising mental health clinics and clinics.
Development and reform, finance, human resources and social security, civil affairs, public security, education, market supervision, urban management, judicial administration and other relevant administrative departments. Responsible for mental health work within their respective responsibilities. Article 7 The Federation of Disabled Persons shall carry out prevention and rehabilitation of mental disabilities in accordance with relevant regulations.
Trade unions, women's federations, youth leagues, working committees on aging, science and technology associations and other relevant organizations shall carry out mental health work within their respective functions and duties in accordance with regulations.
Residents' committees and relevant units shall assist in mental health work. Article 8 The mental health industry association is a self-regulatory organization of mental health institutions and their employees in the Special Zone, which protects the legitimate rights and interests of its members, regulates the services of the health industry and promotes the healthy development of the industry.
Encourage mental health institutions and their employees to join mental health industry associations. Ninth units and individuals are encouraged to support the development of mental health through funding and voluntary service. Chapter II Promotion of Mental Health and Prevention of Mental Disorders Article 10 The administrative department of health shall organize publicity and education on mental health knowledge, carry out early intervention on mental disorders, and prevent and reduce the occurrence of mental disorders.
The administrative department of health shall regularly organize epidemiological investigations of mental disorders, carry out monitoring of mental health status and issue reports on mental health status. Article 11 The municipal public health administrative department shall establish a classified report and management system for mental disorder information, and timely disclose public information related to mental disorders in accordance with relevant regulations.
Medical institutions shall, in accordance with the contents, procedures, time limits and methods stipulated by the municipal public health administrative department, report to the mental health disease prevention and control institutions the situation of patients with mental disorders who have been diagnosed. Twelfth medical institutions should organize medical staff to learn mental health knowledge and related laws, regulations and policies.
Medical staff should provide mental health guidance for patients in disease diagnosis and treatment services according to the requirements of diagnosis and treatment. Thirteenth mental health institutions and trade associations should adopt various forms to popularize mental health knowledge and support the establishment of public welfare mental health service hotline.
Mental health practitioners should publicize and popularize mental health knowledge in their work and give mental health guidance to visitors or patients with mental disorders.
Newspapers, radio stations, television stations, Internet sites and other public media should actively carry out public welfare publicity of mental health knowledge. Fourteenth community health service institutions should incorporate the publicity and education of mental health knowledge into the scope of daily services to improve residents' understanding of mental disorders and their preventive measures.
Encourage mental health consultation institutions to provide public welfare services for the mental health of community residents. Fifteenth education administrative departments should incorporate mental health education into the education development plan and annual work plan.
Schools should incorporate mental health education into the teaching plan, carry out special education on mental health and psychological counseling for students, and establish a mechanism for prevention, early warning and intervention of psychological crisis in schools.
