Provisions of Zhuhai Special Economic Zone Hengqin New District Management Committee on Exercising Part of Municipal Administrative Power

Article 1 In order to ensure the development and construction of Hengqin New District and accelerate the economic and social development of Hengqin New District, these Provisions are formulated in accordance with relevant laws and the overall development plan of Hengqin approved by the State Council. Article 2 Hengqin New District is a national new district approved by the State Council. It is a demonstration area for exploring a new mode of cooperation between Guangdong, Hong Kong and Macao under "one country, two systems", a pioneering area for deepening reform, opening up and scientific and technological innovation, and a new platform for promoting industrial upgrading on the west bank of the Pearl River Estuary. Article 3 The Management Committee of Hengqin New Area (hereinafter referred to as the Management Committee of Hengqin New Area) is the administrative organ of Hengqin, which implements unified leadership and management of economic and social affairs of Hengqin New Area according to law and exercises the following functions and powers:

(a) to organize the preparation of economic and social development planning, land use planning, urban planning, industrial development, infrastructure construction and other special plans, and organize their implementation after approval;

(two) according to the municipal management authority to manage investment projects;

(three) according to the municipal management authority to exercise land, planning, construction, transportation, environmental protection, water and other administrative management rights related to construction projects;

(four) the implementation of financial management;

(five) responsible for the management of social affairs;

(six) other functions and powers enjoyed according to law. Article 4 The Administrative Committee of Hengqin New District may, according to the actual situation of exercising municipal administrative power, request the Municipal People's Government to formulate relevant government regulations to support and guarantee the development of Hengqin New District. Article 5 The Administrative Committee of Hengqin New District shall set up working institutions according to the principle of "simplification, unification and efficiency", and improve administrative efficiency by exercising relevant functions and powers relatively centrally, organizing relevant departments to jointly handle and centrally handle administrative licenses. Article 6 The Administrative Committee of Hengqin New District shall bear the legal responsibility for performing relevant functions and powers according to law. Article 7 The Zhuhai Municipal People's Government and the Administrative Committee of Hengqin New District may formulate relevant documents on the system reform and innovation of Hengqin New District, and try them first in Hengqin New District. Article 8 State organs at all levels in this Municipality shall support and guarantee the effective implementation of innovative measures for reform, development and innovation in Hengqin New District according to law. Article 9 These Provisions shall come into force as of 20 10 10 1.
