Chapter I General Provisions Article 1 These Provisions are formulated for the purpose of standardizing the formulation procedures of normative documents of various functional departments of CAAC and strengthening the management of normative documents. Article 2 The normative documents mentioned in these Provisions refer to the documents related to civil aviation management formulated by various functional offices and departments of the Civil Aviation Administration of China (hereinafter referred to as CAAC) within the scope of their duties, authorized by the Director of CAAC, and issued by the directors of functional offices, directors and directors. Article 3 When formulating normative documents, functional departments must abide by laws, administrative regulations and rules. Chapter II Types of Normative Documents Article 4 Normative documents include management procedures, advisory circulars, management documents, workbooks, information circulars and forms. Article 5 The aviation process (AP for short) is the implementation method or specific management procedure of relevant civil aviation laws and regulations issued by various functional departments, and it is the code of conduct that the staff of various functional departments should abide by when engaging in management work and when legal persons, other economic organizations or individuals engage in civil aviation activities. Article 6 The advisory notice (hereinafter referred to as the advisory notice) refers to the policy statement on civil aviation management issued by various functional departments or the interpretation of the provisions of civil aviation laws and regulations. Article 7 Management documents (hereinafter referred to as management documents) refer to temporary regulations issued by various functional departments or notices or decisions made on important matters of civil aviation management. Article 8 Work Manual (WM for short) is a document issued by various functional departments to regulate the specific behavior of civil aviation managers. Article 9 Information Circular (IB for short) is a document issued by various functional departments to reflect the new situation in civil aviation activities and the formulation and implementation of laws, administrative regulations and rules related to civil aviation, or to inform the problems existing in civil aviation management and technical problems related to civil aviation at home and abroad. Article 10 Forms (Chart in English, abbreviated as CH) refer to all kinds of applications, certificates or forms printed and distributed by various functional departments that need to be filled in. Chapter III Formulation Plan for Normative Documents Article 11 All functional departments of CAAC shall formulate annual formulation plans for normative documents and organize their implementation. Twelfth normative documents annual plan shall include the project category, project name, drafting unit, person in charge and the expected completion date. Thirteenth functional departments can formulate unplanned normative documents according to actual needs, and they will be included in the plan after being approved by the director, director and director of the relevant functional departments. Chapter IV Formulation of Normative Documents Article 14 Each functional department shall designate a special person or set up a drafting group (hereinafter referred to as the "drafter") to be specifically responsible for formulating the compilation outline, and enter the drafting stage after being approved by the directors, directors and directors of relevant functional departments. Fifteenth before drafting a normative document, the drafter shall investigate, study and consult the main issues involved in the normative document. After the completion of the draft, it shall be distributed to other relevant functional departments or experts for comments. Sixteenth before the formal release of normative documents, the drafting department shall hold a hearing attended by relevant personnel to discuss the draft and listen to opinions. The hearing can be held as many times as necessary. Seventeenth before the hearing, the drafting department shall issue a notice to the relevant units and personnel. The drafter shall first explain the preparation, content and handling of the revision opinions of the normative documents, and solicit the opinions of the participants on the content and feasibility of the normative documents. Eighteenth normative documents shall be revised and finalized by the drafting department according to the opinions of the hearing, and signed by the director, director and director. Normative documents shall be reported to the Economic System Reform and Regulation Department for the record within ten days from the date of promulgation. Nineteenth functional departments in accordance with the actual needs of the formulation and release of normative documents, the difficulty is not great, you can take simplified procedures.
The revision of normative documents shall be handled with reference to the provisions of this chapter. See Appendix 9 for the revised form; See appendix 15 for the revised proposal format. Chapter V Format and Number of Normative Documents Article 20 Normative documents shall be printed in loose-leaf format of 16, among which normative documents with less than 60 pages can be printed in a single volume. All normative documents are bound on the left, and three holes are punched to fit the binder. See appendix 1 for the format size. Twenty-first normative documents should have a cover, and the cover layout requirements are shown in Annex II.
Various normative documents are distinguished by different color cover fonts. AP is green, AC is blue, MD is purple, WM is orange and IB is dark green. Article 22 The homepage formats of AP, AC, MD, WM and IB are shown in Annexes 3, 4, 5, 6 and 7. See Appendix 8 for the layout of the text. The abbreviations used by the functional departments of AP, AC, MD, WM, IB and CH use English abbreviation codes. See Annex 1.
