Interim Measures of Hubei Province for the Qualification of Medical Beauty Attending Physician
Chapter I General Principles
Article 1 These Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Medical Practitioners, the Interim Measures for the Registration of Medical Practitioners and the Measures for the Administration of Medical Beauty Services in order to standardize the qualification identification and management of medical beauty attending physicians in our province.
Article 2 A medical practitioner who is responsible for the implementation of medical beauty projects in Hubei Province shall first obtain the qualification certificate of medical beauty attending physician in Hubei Province before carrying out medical beauty diagnosis and treatment activities in accordance with the approved categories of medical beauty attending physicians and the practice place and scope of doctors.
Doctors who have not obtained the qualification certificate of medical beauty attending physician in Hubei Province shall engage in medical beauty work under the guidance of medical beauty attending physician in Hubei Province, and shall not independently implement medical beauty projects.
Article 3 The Health and Family Planning Commission of Hubei Province is the competent department in charge of the admission of medical cosmetic doctors in Hubei Province, and is responsible for the admission and practice management of medical cosmetic doctors in Hubei Province.
The Hubei Provincial Health and Family Planning Commission may entrust the relevant units to undertake the specific work of the qualification identification of medical beauty attending doctors in the province.
"Hubei Medical Beauty Attending Physician Qualification Certificate" is uniformly printed by Hubei Provincial Health and Family Planning Commission.
Article 4 The attending doctors of medical beauty in Hubei Province are divided into four categories: cosmetic surgery, cosmetic dermatology, cosmetic dentistry and cosmetic Chinese medicine.
Article 5 The way to obtain the qualification certificate of medical beauty attending physician in Hubei Province is confirmation. Identification procedures include preliminary examination, review and publicity. Chapter II Identification Conditions
Article 6 Those who apply for the Qualification Certificate of Medical Beauty Attending Physician in Hubei Province shall apply for the category of medical beauty attending physician according to their qualification category and scope of practice. According to the relevant regulations on the practice registration of doctors, 1 people are limited to apply for examinations 1 category.
Article 7 To apply for the Qualification Certificate of Medical Beauty Attending Physician in Hubei Province in the category of cosmetic surgery, the following conditions must be met:
(1) Having the qualification of a clinical practitioner and practicing registration, and the scope of practice is surgery or ophthalmology, otorhinolaryngology;
(2) Having a medical college degree or above;
(3) Have clinical experience in plastic surgery or cosmetic surgery. Among them, bachelor degree requires more than 6 years of clinical work experience in plastic surgery or cosmetic surgery, and college degree requires more than 8 years of clinical work experience in plastic surgery or cosmetic surgery;
(four) by the city (state) level or above society or professional committee of medical beauty makeup training or professional training in secondary hospital beauty surgery and qualified;
(five) the person who is not the main responsible person for the medical accident within five years before the date of application;
(6) have passed the regular examination for doctors within 2 years before the application year.
Article 8 To apply for the Qualification Certificate of Medical Beauty Attending Physician in Hubei Province in the category of cosmetic dermatology, the following conditions shall be met at the same time:
(1) Having the qualification of a clinician and practicing registration, and the scope of practice is dermatology;
(2) Having a medical college degree or above;
(3) Have clinical experience in dermatology and cosmetic dermatology. Among them, bachelor's degree requires more than 3 years of clinical experience in dermatology, cosmetic dermatology 1 year, college degree requires more than 5 years of clinical experience in dermatology, and cosmetic dermatology 1 year;
(four) by the city (state) level society or professional committee of medical beauty makeup training or professional training in secondary hospitals and qualified;
(five) the person who is not the main responsible person for the medical accident within five years before the date of application;
(6) The doctor has passed the regular examination within 2 years before the application year;
Ninth to apply for the "Hubei Province Medical Beauty Attending Physician Qualification Certificate" cosmetic dentistry category, you must meet the following conditions:
(1) Having the qualification of a dental practitioner and practicing registration;
(2) Having a college degree in stomatology;
(3) Have clinical experience in cosmetic dentistry or stomatology. Among them, the bachelor degree requires more than 5 years of clinical work experience in cosmetic stomatology or stomatology, and the college degree requires more than 7 years of clinical work experience in cosmetic stomatology or stomatology;
(four) by the city (state) level or above society or professional committee of medical beauty makeup training or professional training in hospitals above the second level and qualified;
(five) the person who is not the main responsible person for the medical accident within five years before the date of application;
(6) The doctor has passed the regular examination within 2 years before the application year;
Tenth to apply for the qualification certificate of medical beauty attending physician in Hubei Province, which belongs to the category of cosmetic Chinese medicine, must meet the following conditions at the same time:
(1) Having the qualification and registration of practicing doctors in the category of traditional Chinese medicine, and the scope of practice is traditional Chinese medicine or combination of traditional Chinese and western medicine;
(2) Having a college degree in traditional Chinese medicine or integrated traditional Chinese and western medicine;
(three) with Chinese medicine or integrated traditional Chinese and Western medicine professional clinical work experience. Among them, the bachelor's degree requires more than 3 years of clinical work experience in traditional Chinese medicine or integrated traditional Chinese and western medicine and 1 year of clinical work experience in cosmetic Chinese medicine, and the junior college degree requires more than 5 years of clinical work experience in traditional Chinese medicine or integrated traditional Chinese and western medicine and 1 year of clinical work experience in cosmetic Chinese medicine;
(four) by the city (state) level or above society or professional committee of medical beauty makeup training or training in two hospitals in facial make-up and qualified;
(five) the person who is not the main responsible person for the medical accident within five years from the date of application;
(six) in the two years before the application year, the doctor has passed the regular examination;
Chapter III Appraisal Procedure
Eleventh to apply for the "Hubei province medical beauty doctor qualification certificate", it shall submit the following application materials to the municipal (state) health and family planning administrative department:
(1) Application Form for Qualification of Medical Beauty Physician in Hubei Province;
(2) Copies of the Qualification Certificate of Physician, Practice Certificate of Physician and Academic Certificate (with the inquiry certificate of Xuexin.com attached);
(3) The original work experience certificate of the applicant's application category issued by the medical institution;
(four) the original certificate issued by the medical institution that is not a medical accident;
(five) a copy of the results of the regular examination of doctors within 2 years issued by the regular examination institution of doctors;
(six) city (state) level or above medical beauty makeup training certificate or secondary hospital training certificate;
(7) A copy of the applicant's ID card;
(8) Three recent 2-inch bareheaded front half-length color photos of the applicant.
If you don't practice in the same unit within the specified time period, items (3), (4) and (5) of the preceding paragraph of this article shall be certified by your unit according to the time period.
All copies must be audited by the municipal (state) health and family planning administrative department and stamped with the official seal.
Twelfth city (state) health and family planning administrative departments to conduct a preliminary examination of the application materials. Within 5 working days, the eligible applicants will be submitted to the accreditation body entrusted by the Provincial Health and Family Planning Commission.
Thirteenth authorized accreditation bodies shall complete the accreditation within 20 working days, and report the results to the Hubei Provincial Health and Family Planning Commission. After the publicity is correct, the Hubei Provincial Health and Family Planning Commission will issue the qualification certificate of Hubei Medical Beauty Attending Physician.
Chapter IV Practice Rules
Article 14 Where an application is made for setting up a beauty medical institution or a medical beauty department, the administrative department of health and family planning shall, when registering and verifying the medical institution, evaluate its medical beauty service ability, and shall have a medical beauty attending physician who is suitable for the medical treatment subject it is carrying out.
Article 15 If the attending physician of medical beauty in Hubei Province is under any of the following circumstances in carrying out medical beauty diagnosis and treatment activities, according to the Law on Medical Practitioners, the Measures for the Administration of Regular Assessment of Physicians and other relevant regulations, the assessment institution in charge of regular assessment of physicians determines that the physician is unqualified in this cycle, and shall not carry out medical beauty diagnosis and treatment activities within 6 months, and shall receive training in laws and regulations; After the expiration of 6 months, the medical beauty diagnosis and treatment activities can be resumed only after passing the examination by the assessment institution responsible for the regular assessment of doctors.
(a) the medical beauty diagnosis and treatment activities carried out are inconsistent with the practice category of my medical beauty attending physician;
(two) to carry out medical beauty diagnosis and treatment activities in places that have not obtained the practice license of medical institutions.
(three) to carry out medical beauty diagnosis and treatment activities beyond the approved practice place without authorization;
(four) the occurrence of medical accidents, the holder himself bears all or the main responsibility;
(five) without approval, to carry out the clinical application of the second and third types of medical technology;
(six) in violation of relevant laws and regulations, given administrative punishment.
Sixteenth in the period of suspension of practice activities without authorization to carry out medical beauty diagnosis and treatment activities, by the health and family planning administrative departments at or above the county level to recover the "Hubei Province medical beauty doctor qualification certificate". The administrative department of health and family planning at or above the county level shall, within 30 days after recovering the Qualification Certificate of Medical Beauty Attending Physician in Hubei Province, return the certificate to the Hubei Provincial Health and Family Planning Commission for record management.
Seventeenth by improper means to obtain the qualification certificate of medical beauty attending physician in Hubei Province, shall be revoked by the provincial health and Family Planning Commission in accordance with the "People's Republic of China (PRC) Medical Practitioners Law" article thirty-sixth. The main person in charge of a medical institution that issues false certification materials shall be given administrative sanctions.
Article 18 If the holder is punished by revoking the doctor's practice certificate for violating the Law of People's Republic of China (PRC) on Medical Practitioners, his Qualification Certificate of Medical Beauty Attending Physician in Hubei Province shall be invalidated at the same time.
Nineteenth "Hubei medical beauty doctor qualification certificate" has been withdrawn, and the application for recognition will no longer be accepted within two years.
Chapter V Supplementary Provisions
Twentieth before the promulgation of these measures, in accordance with the original policy has obtained the "Hubei province beauty doctor qualification certificate", the certificate is still valid, do not need to apply for recognition again.
Twenty-first do not accept foreigners to apply for the "Hubei province medical beauty doctor qualification certificate". Unless otherwise stipulated by the state, it shall be handled in accordance with relevant state regulations.

Article 23 These Measures shall come into force from 20 14, 10, 1 and shall be valid for two years. Where the original provisions are inconsistent with these measures, these measures shall prevail.
