The Ministry Identification Center shall, jointly with relevant professional organizations, set up a professional committee for psychological counselors of the National Professional Skills Identification Expert Committee (hereinafter referred to as the Expert Committee), and set up corresponding provincial expert groups in each pilot area to be responsible for the business support and quality supervision of the pilot work.

Third, the professional level.
There are three levels of this profession, namely: counselor level 3 (national vocational qualification level 3), counselor level 2 (national vocational qualification level 2) and counselor level 1 (national vocational qualification level 1).
Fourth, the identification requirements
1. Applicable object: people who are engaged in or preparing to engage in this profession.
2. Application conditions:
-Grade III psychological counselor (one of the following conditions)
(1) Bachelor degree or above in psychology, education and medicine.
(two) with a college degree in psychology, education, medicine, and after the three-level formal training of psychological counselors, they have reached the required standard hours and obtained a certificate of completion.
(3) Having a bachelor's degree or above in other majors, having received three-level formal training from psychological counselors, and having obtained a certificate of completion.
-psychological counselor level 2 (meet one of the following conditions)
(1) holds a doctorate in psychology, education and medicine.
(2) Having a master's degree in psychology, pedagogy and medicine, having passed the second-level formal training of psychological counselors, reaching the required standard hours, and obtaining a certificate of completion.
(3) Persons who have obtained the third-level professional qualification certificate of psychological counselors, have been engaged in psychological counseling for three consecutive years, have reached the required standard hours after the second-level formal training of psychological counselors, and have obtained the certificate of completion.
(4) Having the qualifications for technical positions in psychology, education and medicine at or above the intermediate level, having reached the required standard class hours after the second-level formal training of psychological counselors, and having obtained a certificate of completion, and having been engaged in psychological counseling for three consecutive years.
-First-class psychological counselor (meeting one of the following conditions)
(1) has a doctor's degree in psychology, education and medicine, has been trained by a first-class psychological counselor to reach the required standard hours, and has obtained a certificate of completion, and has been engaged in psychological counseling for three consecutive years.
(2) Have a master's degree, obtain the second-class professional qualification certificate of psychological counselor, have been engaged in psychological counseling for three consecutive years, have passed the first-class formal training of psychological counselor and reached the required standard hours, and have obtained the certificate of completion.
(3) Having the qualifications for professional and technical positions of psychology, education and medicine at or above the associate senior level, having received the formal training of standard hours prescribed by psychological counselors, and having obtained the certificate of completion, and having been engaged in psychological counseling for three consecutive years.
Verb (abbreviation of verb) recognition method
It is divided into theoretical knowledge examination and professional ability examination, both of which adopt closed-book written examination. The theoretical knowledge test and professional ability test are based on a percentage system, and more than 60 points are qualified. The second-level and first-level appraisal of psychological counselors should be reviewed comprehensively. The validity period of qualified scores in single subject examination is 2 years.
Sixth, the identification time
Each level of theoretical knowledge examination time is not less than 90 minutes; The examination time of professional ability shall not be less than 120 minutes; Comprehensive evaluation time is not less than 30 minutes.
Seven. Issuance of certificates
Pass the appraisal, and issue the People's Republic of China (PRC) Vocational Qualification Certificate in accordance with the relevant provisions, and affix the certificate of "National Question Bank Unified Proposition Appraisal Qualified", and implement unified number registration management and online inquiry.
