Third, the recruitment conditions
(1) Abide by the Constitution and laws of People's Republic of China (PRC) and have good conduct;
(2) Having the professional quality and ability required for post work;

Four. Recruitment procedure
(1) Registration
1, register online. Candidates can log on to the website of Heilongjiang Provincial Department of Human Resources and Social Security from 9: 00 on May 12 to 6:00 on May 12, and select the recruitment topic of public institutions to enter the registration system. Browse and select positions, fill in the application materials, upload photos, record the registration number and print the registration form.
2. Query the qualification examination results. Candidates can log on to the registration website at 9: 00 on May 10, 20 16 and 20 12 to check the qualification examination results. Those who pass the qualification examination cannot report to other positions; If the qualification examination is unqualified, you can cancel the current post registration and report to other posts within the specified time. If there is any objection to the review result, it can be submitted to arbitration; Those who pass the arbitration are deemed to have registered successfully, and those who fail the arbitration can only cancel the registration or apply for other positions.
3. Pay online. Candidates who have passed the qualification examination (including arbitration) can log on to the online registration system through the Internet at 9:00 on May 10 and pay the examination fee at 20: 00 on May 12. Successful payment of the examination fee is the end of registration. Those who fail to pay the examination fee in full within the specified time shall be deemed as unsuccessful in registration and unable to take the examination.
4. Print the admission ticket. Candidates can log in to the online newspaper system at 24: 00 on May 26th, 2002 at 2 1 and 20 16, print the admission ticket by themselves, and take the exam according to the time, place and requirements on the admission ticket.
5. Preventive measures
(1) Candidates cannot register with their old and new ID numbers at the same time. The ID cards used for registration and examination must be the same.
(2) The photos uploaded by the candidates must be certificate photos with a blue background, a white background or a red background, and photos of life and scenery will not be reviewed.
(3) The ratio between the number of applicants for the same position (subject to the number of contributors) and the number of recruits shall not be less than 3: 1. If the required registration ratio is not reached, the number of recruits should be reduced or the recruitment for the position should be cancelled. Under special circumstances, the proportion can be appropriately reduced.
(4) Candidates should read the online registration integrity agreement in detail when registering, and be responsible for the authenticity of the information and materials submitted. Anyone who practices fraud, once verified, will be disqualified from the examination or admission.

(2) Examination
1. Examination method: Take a combination of written examination and interview, with written examination first and then interview.
2. Written test: The written test includes comprehensive knowledge and professional knowledge, with full marks of 100.
The examination contents of comprehensive knowledge include the basic theory of Marxism, Socialism with Chinese characteristics's theoretical system, law, basic knowledge of official document writing and logical reasoning, and data analysis. The content of the "professional knowledge" exam is the professional knowledge needed for the post; The examination date is May 26th, 20 12. Please refer to the admission ticket for the specific time and place.
Before the written test, candidates who meet the requirements of Hei [2009] No.30 document and enjoy the policy bonus points shall confirm the bonus points with the relevant supporting materials issued by the Provincial Project Office. Confirmation time: May 22, 2002, 2065438+8: 30-1:30, location: No.65438, Changjiang Road, nangang district, Harbin.
After the written test is finished, the total written test score is converted, and the formula is: total written test score = comprehensive knowledge score ×30% professional knowledge ×70% policy bonus, and the total written test score is kept at two decimal places.
This exam does not specify exam counseling books, nor does it hold or entrust any institution to hold exam counseling training courses.
3. Interview: According to the total score of written test and the ratio of recruitment positions 1:3, the candidates who enter the interview are determined from high score to low score. If the scores are tied, the person with the highest score of "professional knowledge" will enter the interview, and if the scores of the two subjects are the same, the candidates will be expanded accordingly. The list of interviewers will be published on the website of the Provincial Department of Human Resources and Social Security for 3 working days.
Conduct on-site qualification examination before the interview. Candidates provide their ID card, graduation certificate, degree certificate, online printed application form, relevant certification materials provided by their unit or school (with official seal) and other materials that can prove their academic qualifications or abilities for on-site audit. If the relevant materials and main information provided are untrue, the interview qualification will be cancelled and will be supplemented according to the total score of the written test.
The interview adopts a structured interview method, with a full score of 100 and a score below 60 being rejected.
4. Total score of comprehensive test: the total score of the test is expressed as a percentage, of which the total score of written test accounts for 50% and the interview score accounts for 50%. When calculating the total test scores of candidates, they should be converted and summarized in proportion, and two decimal places should be reserved.
(3) Physical examination and evaluation
According to the total score of the examination, the candidates who enter the physical examination are determined from high score to low score according to the ratio of recruitment position 1: 1. Candidates who apply for the same position have tied for the total test scores, and those with high interview scores and high professional subjects will enter the physical examination in turn.
Physical examination refers to the civil service physical examination method to determine the physical examination content, and those who fail the physical examination will be replenished in turn.
Assessment of qualified personnel, including ideological and political performance, moral quality, professional ability and work performance. Those who fail the exam will not be hired.
(4) publicity
According to the written test, interview, physical examination and assessment results, select the best candidates, report them to the Provincial Department of Human Resources and Social Security for review, and publicize them on the website of the Provincial Department of Human Resources and Social Security for 7 working days.
(5) Examination and approval
If there is no objection at the expiration of the publicity period, the recruiting unit shall go through the examination and approval procedures at the Provincial Department of Human Resources and Social Security according to the relevant requirements.
