What are the requirements for the tenderer to handle the tender by himself?

Legal analysis:

Determine the content of bidding procurement. The first element of making a bidding and purchasing plan is to know what to purchase, that is, to determine the object of bidding and purchasing first. For the bidding procurement project, the bidding procurement object should meet the following conditions: first, the applicability, that is, the bidding procurement object should meet the actual quality requirements of the bidding project; The second is availability, that is, being able to get the purchased goods in time at the right price within the required time; The third is economy, that is, under the premise of ensuring quality, the lowest cost is selected from the supply sources, thus reducing the cost of the bidding project. Determine the bidding and purchasing funds. For projects that need to be completed by bidding, the funds or sources of funds for completing the bidding project should be first implemented and truthfully stated in the bidding documents. Determine the subject and organizational form of bidding and purchasing. The tenderee may bid for the procurement by himself or entrust a bidding agency to handle the bidding matters. In other words, the subject of bidding and purchasing can be the tenderer himself or the bidding agency entrusted by him. No unit or individual may designate a tendering agency for the tenderee in any way. If a tenderer has the ability to prepare tender documents and organize bid evaluation, he may handle the tender matters by himself. Otherwise, the bidding agency shall be entrusted to handle the bidding matters. Determine the division of bid sections/packages of bidding procurement projects. When the procurement project is complex, large-scale and wide in professional coverage, it is necessary to divide the bidding procurement project into several blocks/packages according to the procurement time, procurement contract and market conditions. The bid/tender package of a project subject to tender means that the tenderee divides the project subject to tender into several parts for separate tender, that is, independent tender documents are prepared for these parts for tender. These parts can be tendered at the same time or in batches, contracted or supplied by several contractors or suppliers respectively, or contracted or supplied by one contractor or supplier.
