The Regulations on Motor Vehicle Registration stipulates that:
Article 49 The owner of a motor vehicle may, within three months before the expiry of the motor vehicle inspection period, apply for the inspection conformity mark at the vehicle management office of the place of registration.
Before the application, the owner of a motor vehicle shall deal with the road traffic safety violations and traffic accidents involving the vehicle. At the time of application, the motor vehicle owner shall fill in the application form and submit the driving license, compulsory insurance certificate for motor vehicle traffic accident liability, certificate of vehicle and vessel tax payment or exemption, and certificate of motor vehicle safety and technical inspection.
The vehicle management office shall, within one day from the date of acceptance, confirm the motor vehicle, review the submitted certificates and vouchers, and issue inspection marks.
