2. Policy consultation system.
Also known as "think tank", "think tank" or "outer brain system", it is usually composed of various policy research institutions, the relationship between the government and these institutions, and specific consulting activities.
Basic functions: discovery and diagnosis of policy problems, research of policy prediction, design and evaluation of policy schemes.
3. Policy monitoring system.
It consists of individuals, groups or organizations engaged in policy supervision and control inside and outside the policy subject system.
Task: Ensure the benign operation of the policy system and the realization of policy objectives, reduce decision-making mistakes and avoid deformation in policy implementation.
Basic functions: establish policy monitoring standards, measure policy performance, and correct and eliminate policy implementation deviations.
4. Policy evaluation system.
It consists of five elements: policy evaluation subject, evaluation object, evaluation purpose, evaluation standard and evaluation method.
Task: To provide factual basis and value basis for policy guidance and rational allocation of policy resources.
Basic functions: To provide basis for the continuation, revision, adjustment or termination of policies and effectively allocate policy resources.
