Interpretation of Yunnan Agricultural University's Enrollment Policy in 2020

Chapter I General Provisions

Article 1 In order to better implement the requirements of the Ministry of Education to "govern according to law", safeguard the legitimate rights and interests of candidates and ensure the smooth implementation of school enrollment, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant provisions of the Ministry of Education, and in combination with the actual running of our school.

Article 2 These Articles of Association are applicable to the enrollment of full-time undergraduate and preparatory courses in our school in 2020. The undergraduate course of the school is divided into "ordinary undergraduate course" and "ordinary undergraduate course of higher vocational education" (hereinafter referred to as "higher vocational undergraduate course"), both of which belong to the undergraduate level and are full-time training.

Article 3 School name: Yunnan Agricultural University, school code: 10676 (national standard), school nature: state-owned public provincial key full-time ordinary colleges and universities, school level: doctoral and master's degree education, undergraduate (including higher vocational undergraduate), higher vocational colleges. Undergraduate (including higher vocational undergraduate) four years (five years of architecture and animal medicine), three years of higher vocational education.

Article 4 School address: the existing school headquarters and two campuses of Pu 'er. Headquarters address: No.452 Fengyuan Road, Panlong District, Kunming, Yunnan; Address of Pu 'er Campus: No.3 Siting Road, Simao District, Pu 'er City, Yunnan Province; Diboer Avenue, Xiangyi Town, Simao District, Pu 'er City, Yunnan Province.

In order to promote the reform of the credit system in an all-round way, some undergraduate enrollment majors in the school enroll new students in Pu 'er campus in the first year and return to the headquarters in the second year. Freshmen majoring in higher vocational undergraduate and higher vocational enrollment are all studying in Pu 'er Campus. Please refer to the information published by the departments in charge of enrollment in all provinces (autonomous regions and municipalities) or the school enrollment network for specific enrollment places.

Article 5 The enrollment of schools shall follow the principles of fair competition, fair selection and open procedures, and implement the enrollment policies formulated by the Ministry of Education and the enrollment departments of provinces (autonomous regions and municipalities) and the relevant provisions promulgated by the articles of association. Based on the results of college entrance examination, according to the principles of comprehensive measurement, comprehensive evaluation and merit-based admission, outstanding students suitable for the characteristics of talent training in our school are selected and admitted. In the process of admission, I consciously accept the supervision of the provincial (autonomous regions and municipalities) admissions authorities, discipline inspection and supervision departments, candidates and all walks of life.

Chapter II Organizational Structure

Article 6 The school shall set up a leading group for enrollment work, headed by the party secretary and the principal of the school, with the vice president in charge and the secretary of the discipline inspection commission as the deputy heads, to determine the overall thinking and objectives of enrollment work, review enrollment policies, plans and admission principles, discuss and decide on major issues in enrollment work, and guide enrollment work.

Article 7 The school enrollment leading group consists of an enrollment working group headed by the leaders in charge of the school. According to the authorization of the enrollment leading group, it is responsible for formulating the enrollment charter, compiling the enrollment plan, determining the selection and testing scheme, determining the admission criteria, reviewing the enrollment results and other specific enrollment matters.

Article 8 The Admissions and Employment Office of Yunnan Agricultural University is a permanent institution for the school to organize and implement the enrollment work of junior college and preparatory courses, and is specifically responsible for the daily enrollment work of the school.

Article 9 The school shall set up a discipline inspection and supervision team headed by the secretary of the school discipline inspection commission to supervise the enrollment work.

Chapter III Enrollment Plan

Article 10 According to the relevant work requirements of the Ministry of Education and the Yunnan Provincial Department of Education, combined with the actual situation of the school's talent training objectives and school conditions, the school comprehensively considers factors such as the number of candidates in various provinces (autonomous regions and municipalities), the quality of students, the employment situation of graduates of various majors, etc., and determines provincial and professional plans, which will be announced to the public after being reported to the Ministry of Education by the provincial admissions department for approval.

Eleventh schools in 2020 undergraduate enrollment for 29 provinces (autonomous regions and municipalities); The enrollment of higher vocational colleges is only for a few provinces (autonomous regions and municipalities) such as Yunnan; Minority undergraduate preparatory courses only recruit minority candidates from Yunnan Province. The specific enrollment plans of all provinces and majors shall be based on the information published by the competent departments of enrollment of all provinces (autonomous regions and municipalities).

Article 12 Our school cooperated with the University of Hooverhampton in the United Kingdom to organize a Sino-foreign cooperative education project for undergraduate education in civil engineering (civil and environmental engineering) (approved by the Ministry of Education: moe53UK2A20141686N), and cooperated with Lincoln University in New Zealand to organize a Sino-foreign cooperative education project for undergraduate education in agriculture, forestry and economic management (approved by the Ministry of Education). In addition, the school cooperated with New Zealand Business School and New Zealand Lincoln University to set up two exchange programs for students majoring in accounting, international economy and trade, adopting the model of "3+ 1+ 1". Registration, admission, fees and other related information shall be subject to the information published by the competent admissions departments of all provinces (autonomous regions and municipalities).

Article 13 The number of undergraduate programs reserved by the school shall not exceed 1% of the total annual enrollment plans, which is used to adjust the imbalance of students in various provinces (municipalities directly under the Central Government and autonomous regions). If it is really necessary to increase the plans, it shall be implemented after collective discussion and consent by the school enrollment leading group.

Chapter IV Access Rules

Fourteenth junior college students and preparatory school students take long-distance online admission, and the enrollment work follows the admission system of "the school is responsible for enrollment and supervision" stipulated by the Ministry of Education. Under the unified leadership of the Ministry of Education, the competent departments of enrollment in all provinces (autonomous regions and municipalities) are responsible for organizing the implementation.

Fifteenth according to the requirements of the provinces (autonomous regions and municipalities) to determine the proportion of adjustment, and according to the candidates' application to determine the proportion of adjustment.

Sixteenth schools strictly implement the national enrollment policy and the rules formulated by provinces (autonomous regions and municipalities) in the enrollment process. The specific admission principles are as follows:

(1) In the same filing batch, there is no professional "grade difference" when arranging majors, and the candidates are admitted according to the principle of "score first and willingness". That is, according to the candidates' college entrance examination scores (including policy bonus points), they will be admitted in turn according to the candidates' professional volunteers, giving priority to meeting the professional volunteers of high-scoring candidates; If the reported professional volunteers cannot meet and obey the professional adjustment, they will enter the adjustment candidate queue and wait for the adjustment to make professional arrangements for the next candidate; Candidates who can't meet their professional wishes and don't obey the professional adjustment will be dismissed. Candidates with the same scores are compared item by item according to the scores of Chinese, mathematics, foreign languages and comprehensive subjects, and those with high scores in a single subject are preferred.

(2) For the candidates waiting for transfer, while fully respecting the candidates' professional wishes, they will be transferred from high scores to low scores according to the candidates' scores to the majors whose enrollment plans are not completed. Shanghai students are allowed to adjust in the same professional group, and refer to the comprehensive quality evaluation of senior high school when adjusting; Students in Zhejiang Province are admitted in turn by major, and cannot be transferred across majors.

The undergraduate program of Chinese-foreign cooperation in running schools only accepts candidates who fill in the volunteers for Chinese-foreign cooperation in running schools. Candidates who can't meet their professional volunteers but obey the professional adjustment can be transferred to other Chinese-foreign cooperatively-run undergraduate majors with insufficient students; Candidates who can't meet their professional wishes and don't obey the professional adjustment will be dismissed.

(3) In the provinces that implement parallel volunteer's investment, the unfinished enrollment plan will participate in the collection of volunteers for the first time; For the provinces that don't implement parallel volunteer, when the number of first volunteer students is insufficient, the second volunteer candidates will be admitted.

(4) The principle of discipline selection and admission in the provinces that implement the comprehensive reform of the college entrance examination shall be implemented in accordance with the relevant provisions of the reform of the college entrance examination provinces and the discipline requirements and admission rules formulated by our school.

(5) Jiangsu Province accepts students according to the principle of "score first (that is, score after filing first)"; Inner Mongolia Autonomous Region implements the admission rule of "queuing for admission according to professional volunteers within the enrollment plan 1: 1". The specific admission rules shall be implemented according to the relevant regulations of Jiangsu Province and Inner Mongolia Education Examinations Institute.

Seventeenth in line with national policies to enjoy extra points or lower points, our school strictly implements the relevant provisions of the Ministry of Education, and recognizes in principle the extra points policies formulated by various provinces (autonomous regions and municipalities). After the bonus points are incorporated into the total score, they will be admitted according to the above principles.

Eighteenth admission examination standards in accordance with the relevant provisions of the Ministry of education, the Ministry of health, the China Disabled Persons' Federation revised and promulgated the "Guiding Opinions on Admission Examination of Colleges and Universities". Enrollment majors that are not listed in the professional catalogue shall be implemented with reference to similar professional standards.

Article 19 Except for English, translation and Chinese-foreign cooperation in running undergraduate courses, the unified examination for other enrollment majors does not restrict foreign languages, and non-English majors are taught in English after entering school. Candidates who apply for English and translation majors should have a written English score of not less than 90 points in principle (the full score of foreign languages does not exceed 150 points in proportion), and take the exam and pass it according to the relevant regulations of the provinces (autonomous regions and municipalities) where the students are located. Under the same conditions, priority will be given to those with high scores in written and spoken English.

Article 20 Candidates applying for physical education major shall be admitted from high score to low score according to the order in which their cultural and professional achievements reach the control line of students' origin. If their professional achievements are the same, those with higher cultural achievements are preferred. "Sports (campus football talents)" is selected according to the candidates' football scores from high to low. The specific admission methods shall be implemented according to the relevant regulations of the enrollment provinces.

Article 21 On the basis of the results of the unified examination of art design in various provinces (autonomous regions and municipalities), art majors shall be selected according to the order of professional achievements from high to low, and the specific admission methods shall be implemented with reference to the "Yunnan Agricultural University 2020 Art Admissions Guide" and the relevant provisions of the enrollment provinces.

Article 22 Our school is one of the ordinary institutions of higher learning registered by the Ministry of Education and qualified to recruit high-level sports teams. In 2020, candidates for high-level sports teams in basketball, football and martial arts will be recruited nationwide. The admission rules shall be implemented in accordance with the relevant work regulations of the Ministry of Education, Yunnan Provincial Department of Education, Yunnan Provincial Admissions Examination Institute and high-level sports teams of the school.

Article 23 The application, admission and fees for national special projects, local special projects, Diqing special projects, preparatory classes for ethnic minorities and undergraduate courses with ethnic characteristics shall be implemented in accordance with the provisions of the Ministry of Education, the competent departments of enrollment of provinces (autonomous regions and municipalities) and the relevant enrollment regulations of our school this year. The undergraduate enrollment plan for ethnic minorities is only for some cities in Yunnan Province to recruit 15 ethnic minority candidates (the specific policies are implemented according to the relevant documents jointly issued by the Yunnan Provincial Ethnic and Religious Affairs Committee, the Yunnan Provincial Department of Education, the Yunnan Provincial Development and Reform Commission and the Yunnan Provincial Department of Finance), and the specific enrollment majors are subject to the announcement of the provincial enrollment department. Students in the undergraduate enrollment program for ethnic minorities are free of tuition fees during their school days, and students who meet the funding conditions are given a certain living allowance.

Chapter V Fees and Scholarship Measures

Article 24 Except for the students enrolled in the enrollment plan of minority special students, the tuition fees for undergraduate majors in our school are charged according to the classification of professional disciplines, and the actual fees are implemented according to the charging standards approved by the Development and Reform Commission of Yunnan Province. Accommodation fee is 400 ~ 1200 yuan/person/year.

Article 25 Scholarships and grants

The school has established a financial aid system for students from poor families, which combines "reward, assistance, loan, reduction, supplement and diligence" with "green channel" as a supplement. Freshmen from poor families can enter the school through the "green channel", and all freshmen from poor families who are admitted to the school will go through the admission procedures and arrange accommodation first. Eligible students can apply for national student loans, state grants, work-study programs, temporary difficult grants and social student grants in accordance with the corresponding policies; Senior students with excellent grades can apply for various scholarships from the state, provincial governments, schools and society. In addition to the above subsidy policies, retired students can apply for tuition subsidy for retirement, tuition compensation loan compensation and tuition reduction and exemption in accordance with the admission subsidy policy.

Chapter VI Supplementary Provisions

Twenty-sixth meet the conditions for graduation, awarded the diploma of Yunnan Agricultural University, meet the conditions for degree granting, awarded the bachelor's degree certificate in accordance with the "Regulations on Academic Degrees in People's Republic of China (PRC)".

Twenty-seventh college students can apply to change their major during their school days (except those who are not allowed to change their major according to the regulations of the Ministry of Education and the Yunnan Provincial Department of Education and do not meet the requirements for physical examination), and the specific implementation measures shall be implemented in accordance with the relevant regulations of the school. Undergraduate students majoring in Chinese-foreign cooperatively-run schools are not included in the scope of major transfer, and the school encourages other qualified undergraduate students to transfer to Chinese-foreign cooperatively-run schools.

Twenty-eighth freshmen after admission, in strict accordance with the national enrollment policy, student status management regulations and the "Yunnan Agricultural University Student Handbook" related management measures, the freshmen's admission qualifications will be reviewed, and those who fail will be disqualified, dropped out and retained.

Article 29 In case of any conflict between the Articles of Association and the national laws, regulations, rules and relevant policies at higher levels, the national laws, regulations, rules and relevant policies at higher levels shall prevail. If false or misleading information is published, the school is willing to bear the relevant responsibilities.

Article 30 These Articles of Association are applicable to the full-time undergraduate and preparatory enrollment of Yunnan Agricultural University this year. Matters not covered herein shall be subject to the Notice of the Ministry of Education on Doing a Good Job in Enrollment of Ordinary Colleges and Universities in 2020 and the provisions of the competent departments of enrollment of all provinces (autonomous regions and municipalities).

Article 31 The Articles of Association shall be implemented as of the date of promulgation, and the Admissions and Employment Office of Yunnan Agricultural University shall be responsible for the interpretation.
