According to the statistics of Fuzhou Port Authority, in 2004, the cargo throughput of Hong Kong was 59.3863 million tons, of which the container import and export volume was 707.9 million TEU, ranking 65.438+00 among the coastal ports in China. The pilot direct flight to Taiwan Province completed 798 voyages, and the import and export container volume was 243,700 TEUs, an increase of 7.5%. The "two horses" passenger direct flight completed 5 18 voyages, with 2 1572 inbound and outbound passengers, up 20 1.28% year-on-year. From June to July this year, the throughput of Fuzhou Port reached 39.08 million tons.
Jumping out of Minjiang Estuary Yuan Meng Deepwater Port
According to the planning of Coastal Port Development Strategy, since the last century, Fuzhou Port has built three offshore deep-water port areas, namely Jiangyin, Luoyuan Bay and Panasonic. At present, a multifunctional, modern and comprehensive "one port, four districts" national main hub port has been formed. According to the overall planning of Fuzhou Port, Jiangyin Port will give priority to the development of container berths, Luoyuanwan Port will give priority to the development of large bulk cargo terminals, and Panasonic Port in Changle will mainly serve the import and export of materials in the rear industrial zone.
The docks on both sides of Minjiang Estuary are still the main ports in Fuzhou at present. Due to the channel conditions in the estuary, only 20,000-ton seagoing ships can be berthed at most. Last year, about 200,000 containers in Fuzhou and its surrounding areas were shipped to Xiamen. The lack of large-scale deep-water containers and specialized docks for coal, oil and minerals has become a bottleneck restricting Fuzhou's economic development and a pain in the hearts of Fuzhou people. Therefore, the Fuzhou Municipal Party Committee and Municipal Government designated this year as the "Year of Port Construction". According to the principle of "deep water is used for deep water and shallow water is used for shallow water", the construction progress of the proposed 50,000-ton deepwater berth is determined, with a total construction investment of 3.754 billion yuan. After completion, the throughput capacity can be increased16.99 million tons.
1999, the construction of Jiangyin1# 50,000 dwt berth in the south of Jiangyin Peninsula in Xinghua Bay started, which opened the prelude to the construction of a large-scale port off the coast of Fuzhou Port. After Jiangyin Port Area 1 # berth was put into production, two 50,000-ton berths, No.2 and No.3, entered the main construction stage in August this year, and were scheduled to be completed in March 2007. All three berths are jointly invested and constructed by Fuzhou Port Group, Singapore Port Authority, Indonesia Shilin Group and Fuqing City, and Berths 4 and 5 are expected to be completed within this year. There are 30 deep-water berths planned in this port area, and ships with150,000 dwt can sail by tide. At present, in addition to five container berths, a 50,000-ton chemical wharf and a 70,000-ton coal wharf supporting the State Power Jiangyin Thermal Power Plant are also under active preparation. Jiangyin Port Area has five 50,000-ton container berths, which can also rely on the sixth generation container ships, and will become the largest container port area in Fujian Province.
The planned deepwater coastline of the north bank of Luoyuan Bay approved by the Ministry of Communications is 25 kilometers long, and 66 deepwater wharf berths can be laid out, so the port construction conditions are very favorable. The 30,000-ton multi-purpose wharf in Shi Qi, Luoyuan Bay Port Area, with an investment of 654.38 billion yuan and an annual throughput of 800,000 tons, was completed and officially opened to traffic in only 297 days. Shi Qi Wharf is the first project of Luoyuan Bay deepwater port construction, and it is also a multi-purpose berth with the most complete mechanical equipment and the largest loading and unloading capacity in Fuzhou Port. In addition, the container transfer and distribution center project of Luoyuan Bay Terminal has recently entered the construction stage; The 50,000-ton (and 65,438+million-ton) coal terminal supporting Huadian Kemen Thermal Power Plant will be put into operation at the end of the year, and two 600,000-kilowatt generating units in the first phase of the power plant will be put into operation next year. A 50,000-ton berth and a 70,000-ton bulk berth in Matsushita Port Area will also complete the main project construction this year.
Developing modern logistics impacts the target of 100 million tons.
Mawei Logistics Park in Minjiang Estuary Port Area, with the completion and operation of a batch of 10,000-ton wharf berths on both sides of Minjiang Estuary and the presence of a large number of powerful international port logistics enterprises, has effectively promoted the development of Fuzhou Economic and Technological Development Zone and Fuzhou Free Trade Zone, and promoted the development of modern logistics services such as warehousing, transportation, distribution, processing, bonded and information exchange. The favorable conditions of deep-water port construction and large-scale diversified investment have enabled Fuzhou Port to grow rapidly from small to large. At the same time, the Lingang industrial zones in Fuqing and Changle are also growing. The wholly foreign-owned Federation of Returned Overseas Chinese (Fuzhou) Iron and Steel Company with a total investment of 470 million US dollars recently started construction in Jiangyin Industrial Concentration Zone.
With the successive completion of expressway, such as Tongsan Line and Jingfu Line, and the upcoming construction of Fuzhou-Xiamen and Fuzhou-Wenzhou railways, the collection and distribution conditions of Fuzhou Port will be further improved, and the economic hinterland of the port will be further extended inland. In late August, the Fujian Provincial Government approved Jiangyin Port Area to open the B-type Customs Bonded Logistics Center, extending Fuzhou Bonded Zone to Jiangyin Port Area. This is another decision of the province to further develop port cargo transportation related industries such as bonded processing, warehousing and distribution, and to build an international freight hub logistics park with equal emphasis on domestic and foreign trade. The news came out that many domestic and foreign logistics enterprises or related enterprises are consulting and intend to settle in.
Zhang Rong, deputy director of Fuzhou Port Authority, said that the port production will reach a new level this year. It is planned that the cargo throughput of Hong Kong will reach 68 million tons and strive to reach 72 million tons. The import and export volume of containers is planned to be 850,000 TEUs, and strive for 900,000 TEUs. According to the overall planning of Fuzhou Port and the current development speed of port construction, Fuzhou Port will strive to achieve a cargo throughput of 654.38 billion tons during the Eleventh Five-Year Plan period, including a container throughput of 2 million TEUs. It can be predicted that a multi-functional, modern and comprehensive port, which mainly transports foreign trade materials such as energy, raw materials and containers, will gradually develop into a multi-functional modern port integrating transportation organization, loading and unloading warehousing, transshipment and reloading, port-facing industry, modern logistics and communication information, comprehensive services, national defense security and bonded, processing, commerce and trade, tourism and other functions. And will play a decisive role in the construction of the economic zone on the west side of the Taiwan Strait.
Improve supporting policies and implement safeguard measures.
Due to historical reasons, the infrastructure of the whole Fujian port group is still quite weak compared with the neighboring Guangdong and Zhejiang regions, the port economy is starting, and the port hardware is obviously backward. For example, some existing equipment in Fuzhou Port should have been updated long ago. Although under the new situation that provinces and cities vigorously promote the construction of the Straits Economic Zone and become bigger and stronger as the central city of the provincial capital, Fuzhou Port has ushered in new development opportunities, and the construction of the four major port areas has made great progress, but there is still a long way to go before it can take off in an all-round way.
It is understood that the most prominent problem that plagues the construction of Fuzhou Port at present is that the funds cannot be put in place on time, and the contradiction of the funding gap for waterway construction is also very prominent. Some county-level cities have dragged on attracting investment for too long, and they have also encountered certain difficulties in pre-approval and land acquisition. Coupled with the system, talent and other reasons, the construction speed of Fuzhou Port is restricted. To this end, the Fuzhou Municipal Party Committee and the Municipal Government set up a port leading group, which put port construction and port industry development on the important agenda of governments at all levels, forming a good situation in which city and county government leaders attach importance to port construction and development. Especially under the strategy of focusing on the development of ports in provincial transportation construction, the port collection and distribution system in the province will be brand-new and the port hardware environment will be greatly improved.
Experts in Fuzhou Port believe that the construction of Fuzhou Port should further improve various supporting policies and fully implement safeguard measures, otherwise it will not be able to meet the growing transportation demand. They suggested: learn from the customs clearance experience of other provinces and cities, further rationalize the port management system, and increase the coordination of import and export goods by modern logistics development institutions such as customs, commodity inspection and finance; Provincial and municipal authorities should introduce relevant policies as soon as possible, promote the reform of port investment and financing, diversify the sources of funds, build the main port, and solve the problems related to the approval of port construction projects such as shoreline approval and sea area use; Set up the province's port public infrastructure construction fund, increase support for port waterway construction, and ensure the normal operation of supporting public infrastructure for wharf berths; Conscientiously implement the "Port Law" to help solve the difficulties and problems existing in capital, information, production, safety, environmental protection and talents of port enterprises.
I wonder if I can help you.
