Article 12 The establishment of an accreditation body shall adhere to the principle of expert accreditation. The municipal administrative department of construction shall, according to the needs of local construction scale and construction drawing review, set up a review body, or set up a relatively independent review body in the survey and design association and Grade A and Grade B design units of construction projects, and implement total control. Except for Guangzhou and Shenzhen, other prefecture-level cities generally have one, at most two; There is only one county (city) level.

The accreditation bodies are divided into three levels: A, B and II (there are no second-level accreditation bodies in listed cities in China), which respectively correspond to the following situations;

(a) an independent legal person composed of engineering and technical personnel who meet the design review conditions;

(2) Having a fixed office space with a registered capital of not less than 200,000 yuan;

(3) Having a sound technical management and quality assurance system;

(4) The Grade A review institution must have more than 6 qualified structural reviewers; There shall be no less than 7 examiners who meet the requirements of supporting disciplines such as survey and construction.

The review body must have at least 3 qualified structural reviewers; There shall be no less than 4 examiners who meet the requirements of supporting disciplines such as survey and construction.

Grade C review institutions must have at least 2 qualified structural reviewers; There shall be no less than 2 qualified examiners in survey, construction and other auxiliary professions.

Accreditation agencies at all levels should set up assessors in various supporting majors such as survey, construction, water supply and drainage, electricity, ventilation and air conditioning, and budget.

(5) Counties (cities) with an annual infrastructure investment of less than 50 million yuan or only D-level design units can set up 1~2 full-time examiners in the county (city) construction administrative department, who are responsible for reviewing the construction drawings within the specified scope, and entrust the corresponding examination institutions with scale to conduct the examination.

Sixteenth examiners (including full-time examiners) must meet the following conditions:

(1) First-class registered structural engineer (or senior structural engineer), first-class registered architect (or senior architect) or senior engineer, with more than 10 years of experience in survey and design of construction projects, and independently completed five projects above Grade II (including Grade II); The full-time examiner shall be a registered structural engineer (or senior structural engineer), a registered architect (or senior architect) or a senior engineer with more than 10 years experience in the survey and design of construction projects, and independently complete the survey and design of five projects above Grade IV (including Grade IV); Only one full-time examiner should be a registered structural engineer (or senior structural engineer) with more than 10 years experience in architectural engineering survey and design, and have independently completed the survey and design of five projects above Grade IV (including Grade IV).

Article 18 The examination scope of Grade A examination institutions is not restricted; The scope of review by the B-level review organization is the second-and third-level construction projects specified in the design grading standards, the municipal infrastructure projects in small and medium-sized cities specified in the design grading standards, and the construction drawings of decoration projects with unit project cost below100000; The scope of review by Grade C review organization is the construction drawings of municipal infrastructure projects and decoration projects with unit project cost below 5 million in small cities as stipulated in Design Grading Standard and Grade III Architectural Design Scale Classification Standard.

The full-time examiners specified in Article 15 are responsible for examining the construction drawings of construction projects of the following scales:

1. Civil buildings: single-story public buildings with single-story span less than12m or ordinary public buildings and houses with 6 floors or less. Dormitory;

2. Industrial buildings: single-storey workshops and warehouses with a span of less than 12 m and a crane tonnage of less than 5 tons, and two-storey workshops and warehouses with a span of less than 6 m and no dynamic load on the floor;

3. Structures: chimneys with a height of less than 20 meters, water towers with a volume of less than 50 cubic meters, pools with a volume of less than 300 cubic meters, and silos with a diameter of less than 6 meters or a side length of less than 4 meters;

4. Urban municipal infrastructure projects: small-scale water supply, drainage, roads, garden buildings and environmental sanitation projects;

5. Decoration project: public building decoration project with unit project cost below 2.5 million yuan.
