Scope of disclosure
According to "Regulations on Information Disclosure in People's Republic of China (PRC)" and "Measures for Environmental Information Disclosure of the former State Environmental Protection Administration (Trial)", the environmental information disclosure scope of our bureau includes: environmental information of our bureau, environmental information of institutions affiliated to our bureau and environmental information of enterprises.
1. The environmental information of our bureau refers to the information generated or obtained by our bureau in the performance of environmental protection duties, and recorded and saved in a certain form.
2. The environmental information of the institutions affiliated to our bureau (hereinafter referred to as institutions) refers to the information produced or obtained by institutions with the function of providing social public services, and recorded and preserved in a certain form. Specific institutions include: provincial environmental monitoring center station, provincial environmental science research institute, provincial environmental protection design institute, provincial environmental monitoring corps, provincial environmental protection publicity and education center, provincial radiation environmental monitoring station, provincial waste management center and provincial environmental impact assessment technology center.
3. Enterprise environmental information refers to the information recorded and preserved by enterprises in a certain form, which is related to the environmental impact and environmental behavior of enterprises.
(2) Specific content
1. Environmental information of our office
The institutional setup, main functions, procedures and contact information of the environmental protection department;
Environmental protection laws, regulations, rules, standards and other normative documents;
Environmental protection planning;
Environmental statistics and environmental survey information;
Environmental protection fund budget and final accounts report;
Items, basis, standards and procedures of environmental protection administrative fees;
Catalogue, standards and implementation of centralized government procurement projects;
The acceptance of environmental impact assessment documents of construction projects, the approval results of accepted environmental impact assessment documents and the acceptance results of environmental protection for the completion of construction projects; Other matters, basis, conditions, quantity, procedures and time limit of environmental protection administrative license, as well as the list and handling of all materials required to apply for administrative license;
The approval and implementation of major construction projects;
Emergency plan, forecast, occurrence and disposal of environmental emergencies;

2. Environmental information of public institutions
The organization, main functions, working procedures and contact information of the unit;
The environmental protection laws, regulations, rules, standards and other normative documents that the unit mainly relies on;
Items, basis, standards and procedures of environmental protection administrative fees;
Matters, basis, conditions, quantity, procedures and time limit for providing social public services, as well as the list of all materials to be submitted and the handling of the application;
Other environmental information that should be voluntarily disclosed.
3. Enterprise environmental information
(1) Encourage enterprises to voluntarily disclose environmental information.
Enterprise environmental protection policy, annual environmental protection objectives and results;
Total annual resource consumption of enterprises;
Enterprise environmental protection investment and environmental protection technology development;
Type, quantity, concentration and destination of pollutants discharged by enterprises;
Construction and operation of enterprise environmental protection facilities;
The treatment and disposal of waste produced by enterprises in the production process, the recovery and comprehensive utilization of waste products;
A voluntary agreement with the environmental protection department to improve environmental behavior.
(2) Information that the enterprise should disclose. Require heavily polluting enterprises whose pollutant emissions exceed the national or local emission standards, or whose total pollutant emissions exceed the total emission control targets approved by the local people's government, to disclose the name, address and legal representative of the enterprise, the name, emission mode, emission concentration and total amount of major pollutants, the situation of exceeding the standard and total amount, the construction and operation of environmental protection facilities of the enterprise, and the emergency plan for environmental pollution accidents.
(3) For enterprises that voluntarily disclose information on corporate environmental behaviors and abide by environmental laws and regulations, our bureau can give the following rewards:
(1) publicly recognized in the local major media;
(two) in accordance with the relevant provisions, give priority to special funds for environmental protection projects;
Give priority to recommending cleaner production demonstration projects or other demonstration projects that give financial subsidies in accordance with relevant regulations;

(three) the time limit for the disclosure of environmental information
Environmental information that belongs to the scope of voluntary disclosure shall be disclosed by the organs and institutions of our bureau within 20 working days from the date of formation or change of the environmental information. Where there are other provisions in laws and regulations on the disclosure period of environmental information, those provisions shall prevail. The guide and catalogue of environmental information disclosure will also be updated in time, which is consistent with environmental information disclosure and provides accurate environmental information inquiry for citizens, legal persons and other organizations.
(four) the way of environmental information disclosure
Make use of websites, newspapers, television, radio and other media, bulletin boards, electronic screens, touch screens and other facilities, and hold press conferences, press releases, hearings and other ways to make it public. Our office mainly discloses environmental information through the website of Fujian Provincial Environmental Protection Department. Citizens, legal persons and other organizations can log on to the website of Fujian Provincial Environmental Protection Department to inquire about environmental information. Refers to the matters that citizens, legal persons and other organizations (hereinafter referred to as the applicant) apply to our bureau (excluding the application to institutions) for disclosure, and our bureau will disclose (or not disclose) the application matters to the applicant according to relevant regulations.

(2) Requirements for filing an application
When applying for the disclosure of environmental information, the applicant shall provide my identity certificate or relevant certificate of the unit to our bureau. Where an application is filed in the name of an organization, a written power of attorney and the identity certificate of the legal representative or principal responsible person shall also be issued.
(three) the specific steps of the application
Applicants can apply to our office by letter, fax or email. If it is impossible to apply by itself due to objective reasons, it may entrust others to apply; If it is indeed difficult to apply in writing, the applicant may apply orally, and the accepting institution of our office will fill it out on his behalf. The applicant's application shall include the following contents:
1. Basic information such as the applicant's name, address, identity certificate and contact information;
2. Description of required environmental information;
3. Signature or seal of the applicant;
4. Time for submitting the application.
Applicants can download the electronic version of the Application Form for Environmental Information Disclosure of Fujian Provincial Environmental Protection Department (Annex 3) from the website of Fujian Provincial Environmental Protection Department, fill it out correctly and send it to the accepting institution of our department by e-mail.
(4) Processing of application
Our office will register and provide a receipt after receiving the applicant's application. If you can answer on the spot, if you can't answer on the spot, make the following reply within 15 working days from the date of registration:
1. If it belongs to the public scope, provide information to the applicant or inform the applicant of the ways and means to obtain the information;
2 belong to the scope of non-disclosure, and inform the applicant of the reasons for non-disclosure;
3. If it does not belong to the public scope of this organ according to law, inform the applicant of the organ and contact information of the information; If the information applied for disclosure does not exist, inform the applicant;
4. If it is really necessary to extend the reply period, the applicant shall be informed with the consent of the leader, and the longest extension of the reply period shall not exceed 15 working days;
5. If the application content is not clear, the applicant shall be informed to change or supplement the application. The time for the applicant to change or supplement the application materials is not counted in the time limit.
6. If the information applied for disclosure involves the rights and interests of a third party, it shall solicit the opinions of the third party, and the time required for soliciting the opinions of the third party shall not be counted in the time limit.
(five) supervision methods and procedures
1. Citizens, legal persons or other organizations may report to the administrative organ at a higher level, the supervisory organ or the competent department of government information disclosure if they think that our bureau fails to fulfill the obligation of government information disclosure according to law.
2. Citizens, legal persons or other organizations may apply for administrative reconsideration or bring an administrative lawsuit according to law if they think that the specific administrative act of our bureau in the work of government information disclosure infringes upon their legitimate rights and interests.
(six) the applicant to environmental protection institutions to obtain the relevant information of the unit to provide social public services, which shall be handled by the institution, and the specific methods and requirements shall be implemented with reference to our office.
