1995, Shenzhen began to use digital mapping technology to map 1∶ 1000 basic topographic maps, and comprehensively studied and summarized the technical methods, working procedures and quality control of digital mapping in all fields, thus starting the popularization and application of digital mapping technology in Shenzhen. By 1997, digital mapping technology is not only used to revise the basic topographic map of 1∶ 1000, but also widely used in engineering surveying fields such as urban planning and municipal construction, basically eliminating the traditional analog mapping technology and realizing paperless production of mapping. Surveying and mapping products have also changed from paper simulation results to digital surveying and mapping products.

1996, Shenzhen took the lead in transforming the urban control network with GPS technology and established the first urban second-class GPS reference network. After that, the fourth-class GPS network, the first-class urban traverse and the second-class urban traverse covering the whole city were successively surveyed with GPS technology, and special GPS control networks were established for many key projects with GPS technology, such as Shenzhen Metro GPS network and Shenzhen River GPS network. For example, the source program, data structure and mathematical model are all designed by programmers themselves, which can modify and optimize the system conveniently and quickly, and are completely free from the restrictions of other systems. At the same time, the user interface and all commands are in Chinese environment, so users can operate conveniently and flexibly without mastering English. Besides, according to the data structure requirements of different G IS systems, developers can design more perfect interface software.

In the second half of 1996, the research team successfully developed a DOS version of the CBD digital mapping system with the DOS operating system as the development environment and the object-oriented Borland Pascal 6.0 as the development tool, and then upgraded it several times, from 1.0 to 4.0. 1999 surveying and mapping e system is developed on the basis of CBD system, and Delphi language is selected as the development tool. PDA handheld computer has attracted wide attention in the field of surveying and mapping because of its powerful functions, small size, light weight, strong adaptability to harsh environment in the field, rich communication protocols and hardware support, perfect combination of real-time communication technology with various total stations, and high cost performance. How to make full use of the resource advantages of PDA and develop an electronic tablet based on PDA handheld computer is the dream of scientific and technological personnel in the field of surveying and mapping.

In March, 20001year, Shenzhen Survey and Research Institute successfully developed a mapping electronic tablet CHe-CE system based on PDA, which can be edited in real time during field data collection, achieving the perfect combination of the advantages of portable computer electronic tablet and compact electronic notebook, successfully solving the problems affecting the development of digital mapping technology, and making positive contributions to the development of digital mapping technology.

PDA handheld tablet computer CHeCH is a subsystem of surveying and mapping E system, which is mainly used for field data acquisition. It can automatically record the observation data and convert it into graphics in real time, so that the field data can be visually edited in real time, which realizes the ideal mapping mode of "measuring as soon as possible" and successfully solves the problem that the conventional electronic notebook is separated from sketch recording and office editing, which leads to errors, mistakes and omissions in field data acquisition.
