Article 21 The provincial commerce department shall make overall planning, guide enterprises to rationally arrange and improve the recycling network of scrapped cars, support qualified enterprises to extend the recycling outlets to counties, encourage enterprises to provide on-site services to facilitate car owners to pick up cars and go through relevant procedures, and promptly announce to the public the list of scrapped car recycling and dismantling enterprises and their recycling outlets that undertake the recycling of old-for-new cars within their respective administrative areas.
Local competent commercial departments should guide scrap car recycling and dismantling enterprises to increase investment, and carry out standardized transformation in accordance with the Technical Specification for Scrap Car Recycling and Dismantling Enterprises (GB22 128-2008) to improve the level of dismantling.
Twenty-second local commercial departments should actively communicate and coordinate with the financial department.
