I. Guiding ideology

(2) Adhere to the consistency of power and responsibility, and build a clear ownership mechanism of property rights. From July 1 2022, Huzhou City (including Wuxing District and Nanxun District) signed a land use right transfer contract or issued an allocation decision, and the construction unit (individual) should hand over the civil air defense projects and proprietary buildings that have passed the completion acceptance record according to law to the government-designated state-owned enterprises (hereinafter referred to as government-designated state-owned enterprises) free of charge. The government designates state-owned enterprises as the main body of property rights registration, operation, management and income of state-owned civil air defense projects, and undertakes the responsibilities of professional maintenance, daily management, peacetime and wartime conversion of state-owned civil air defense projects in accordance with the principle of consistency of powers and responsibilities. Non-operating civil air defense projects invested and built by Party and government organs, schools, scientific research institutes, etc. can be agreed with property owners, and users can use them free of charge on the premise of doing a good job in maintenance management and ensuring wartime functions, and bear the responsibility of maintenance management during peacetime and wartime.
(three) adhere to the rule of law in civil air defense and establish a strong supervision and management mechanism. Strengthen the awareness of the bottom line, further establish and improve the relevant policies and regulations on the planning, construction and operation management of civil air defense projects, and manage people, affairs and assets with the system. Finance, construction, state-owned assets supervision and management, civil air defense, comprehensive administrative law enforcement and other departments regularly supervise and inspect the development and utilization, maintenance management and operating income of civil air defense engineering assets to ensure that the use and management of civil air defense projects are standardized and maintained in place, and civil air defense assets are maintained and increased on the basis of state-owned attributes.
(four) adhere to the priority of combat readiness and improve the management mechanism of civil air defense assets. The civil air defense project adopts the mode of enterprise management, asset operation, professional maintenance and industry supervision, and the state-owned enterprises designated by the government are responsible for the operation. (5) Adhere to serving people's livelihood and enhance people's sense of gain. Adhere to the "peacetime service" attribute of state-owned civil air defense projects, give priority to renting civil air defense parking spaces in new residential projects to residents in this community, and benefit the people at a rental price relatively lower than that of ordinary parking spaces, fully considering the interests of ordinary income groups. The establishment of special funds for the maintenance and management of civil air defense projects, for the maintenance and management of old civil air defense projects that cannot determine the main responsibility. State-owned enterprises designated by the government are responsible for the establishment of professional maintenance and management teams for civil air defense projects and professional teams for peacetime and wartime conversion of civil air defense projects. Third, the main content
The general direction and thinking of the "Implementation Opinions" is based on the actual situation of our city, reflecting Huzhou elements, scientifically summarizing the achievements of civil air defense reform and innovation, comprehensively removing the institutional and institutional obstacles that do not meet the requirements of high-quality development of civil air defense, and striving to form practical, identifiable and influential reform achievements.
(1) Scope of application. Huzhou City (including Wuxing District and Nanxun District) shall build civil air defense projects in accordance with the law in combination with new civil buildings within the scope of urban construction land determined by the overall land and space planning.
(2) time of execution. (4) Revenue management. The proceeds from the peacetime development and utilization of state-owned civil air defense project assets are given priority to the expenditures such as project maintenance management and peacetime and wartime function conversion, and special funds for the maintenance and management of civil air defense projects are set up.
(5) Serving people's livelihood. Adhere to the usual service attributes of state-owned civil air defense projects. If the civil air defense project in the newly-built residential area is planned for parking motor vehicles, the proportion of the net area of motor vehicle parking spaces shall not be less than 25% of the total construction area of the civil air defense project, and the civil air defense parking spaces shall be given priority to the residents of this residential area.
