I. Recommended selection range

All kinds of outstanding talents in enterprises, institutions, non-public economic organizations and social organizations within the administrative area of Jinan City and outstanding talents engaged in professional and technical work in municipal organs and units.

The following personnel are not included in the recommended selection scope: national civil servants, referring to the personnel of the civil service law management unit; Leading cadres at or above the municipal level in institutions and state-owned enterprises.

Second, the recommended selection conditions

Those who meet the selection conditions of the thirteenth batch of top-notch professional and technical talents in Jinan can declare, and those who are particularly outstanding and have made outstanding contributions and were born after the age of 40 can be appropriately relaxed. The declared performance and various award-winning projects must be obtained during the period of 20181-2021March. Repeated award-winning projects are subject to the highest award, and other provinces and cities and foreign award-winning projects are for reference only. The recommended selection is based on the actual contribution to Jinan's economic and social development, and it is inclined to scientific research, production, teaching and grassroots.

Third, the number of candidates recommended.

It is planned to select about 120 top-notch professional and technical talents in Jinan in the thirteenth batch, including about 30 people under 40 years old and about 30 people from central and provincial economic institutions.

Four. Recommended selection procedure

All districts and counties, municipal departments, municipal enterprises and central and provincial economic institutions as reporting departments are responsible for organizing the implementation of the recommendation of top-notch talents to participate in the evaluation. Each reporting unit shall, in accordance with the affiliation and relevant requirements, recommend candidates to the reporting department step by step. Among them, economic central and provincial enterprises are recommended by their districts and counties.

The application and recommendation work is carried out through the "Top Talent Application System" of Jinan Talent Network. The specific procedures are as follows:

1. The applicant's company logs on to Jinan Talent Network and enters the talent declaration platform "Top Talent Declaration System" to open the declaration authority for the applicant of this company.

2. The applicant logs on to Jinan Talent Network and enters the "Top Talent Application System", truthfully fills in relevant information and uploads relevant application materials. After submission, download and print the thirteenth batch of top-notch professional and technical personnel reports in Jinan. The deadline for individual online declaration is May 10.

3. The applicant submits the Report and related application materials to the organization and personnel department of the unit. The organization and personnel department of the applicant's unit shall carefully examine and check the application materials, affix the seal of the party organization of the unit on the report form, and submit the application materials to the corresponding district and county organization and personnel department or competent department before May 20, and submit them in the online declaration system.

4. According to the selection conditions, each reporting department conducts a summary analysis of the reporting personnel in the region, the system and the department, organizes expert review when necessary, and determines the recommended candidates after research by the Party Committee.

Before 5.6 10, all reporting departments should log in to the reporting system to review the recommendation opinions of the submitted candidates, and notify the recommended candidates to log in to the reporting system, download and print the Thirteenth Batch of Approval Form for Top-notch Professional and Technical Talents in Jinan and the Thirteenth Batch of List of Top-notch Professional and Technical Talents in Jinan, and submit them for examination and approval according to procedures. After June 10, the declaration system will be closed and related operations cannot be carried out.

Online declaration is adopted in this selection, and all kinds of declaration forms are automatically generated by the declaration system, and the system will automatically close when the deadline is exceeded at each stage. All departments at all levels must, in strict accordance with the procedural requirements, organize timely declaration and recommendation within the specified time.

4. Do a good job in management services. In accordance with the relevant provisions of the "Management Measures for the Selection of Top-notch Professional and Technical Talents in Jinan", the relevant treatment of top-notch talents during the management period will be implemented. In accordance with the principle of "high is not low", we will not repeat the treatment of candidates for municipal related talent projects. Every year, the top talents in the management period will be assessed to keep abreast of the top talents. If the examination fails, the title and treatment will be terminated and will no longer be included in the scope of management services.
