Notice on matters related to the application and closing declaration of the National Natural Science Foundation in 2006

The National Natural Science Foundation is oriented to the whole country and focuses on supporting researchers from universities and scientific research institutions with good research conditions and strength to engage in basic research. The National Natural Science Foundation of China (hereinafter referred to as NSFC) establishes different types of fund projects according to the needs of funding work, and publishes project guides to the society to guide applications. In order to do a good job in the application of various fund projects in 2006 and the declaration of closed projects in 2005, the relevant matters are hereby notified as follows:
First, the relevant matters needing attention in the application of natural science fund projects
In 2006, the centralized acceptance of NSFC project applications began on March 1 day and ended on March 3 1 day. During this period, the Natural Science Foundation of China set up a "centralized acceptance working group" to accept applications for various fund projects.
The fund projects accepted for this centralized application include: general projects (including free application projects, youth science fund projects and regional science fund projects), key projects, major research projects, major international (regional) cooperative research projects, National Science Fund for Distinguished Young Scholars, National Science Fund for Distinguished Young Scholars (abroad), Overseas Young Scholars Cooperative Research Fund, Hong Kong and Macao Young Scholars Cooperative Research Fund, Joint Funding Fund, Special Fund for Basic Research of Scientific Instruments and Mathematics Tianyuan Youth Fund. For details of the proposed funding scope and application requirements of various projects in 2006, please refer to the 2006 National Natural Science Foundation Project Guide (hereinafter referred to as the 2006 Project Guide). Other types of fund projects that are not applied for during the centralized acceptance period will be announced separately to guide the application.
Applicants for the National Science Fund for Distinguished Young Scholars must have China nationality, but foreign China scholars who have returned to work and have formally applied to the public security department for the restoration of China nationality can apply for the National Science Fund for Distinguished Young Scholars, and when applying, they must provide proof that the public security department has officially accepted their application for restoration of nationality.
Applicants should carefully read and follow the 2006 Project Guide, management measures and regulations of corresponding types of projects and other related documents, fill in the application form according to the requirements of compiling the outline, and make a unified declaration through the project supporting unit. The Natural Science Foundation of China does not accept applications submitted directly by individuals.
The new application form of 2006 must be used to apply for fund projects. Please log on to the website of the National Natural Science Foundation of China and download it after 2006 1. When applying, both paper and electronic applications must be submitted, and the contents of paper and electronic applications should be consistent. Attachment materials that are difficult to submit electronically with paper applications.
(1) For general projects, key projects, major research projects, major international (regional) cooperative research projects and other special projects without special instructions, submit the original paper application form and the electronic application form with signature and seal.
(2) The National Science Fund for Distinguished Young Scholars, the National Science Fund for Distinguished Young Scholars (abroad), the Overseas Young Scholars Cooperative Research Fund and the Hong Kong and Macao Young Scholars Cooperative Research Fund submitted six signed and sealed paper applications (including attachment materials) and six electronic applications (including the original 1 copy).
The scientific research departments of the supporting units of each project should carefully examine the management measures and related requirements of fund projects, strictly select and recommend outstanding innovative projects, and submit paper and electronic application materials to the Natural Science Foundation of China within the specified time. Specific precautions are as follows:
(1) When submitting the application materials, each project supporting unit shall issue the official letter of the unit and the project list applied by the unit (please print the application project list by using the project management network information system of the Islamic State Fund after submitting the electronic application).
(2) Paper application materials can be sent directly to the Natural Science Foundation of China or submitted by mail (the date is subject to the postmark date). When mailing the application materials, please send them directly to the centralized acceptance working group of the National Natural Science Foundation of China by courier, and mark "Fund Application Materials" in the lower left corner of the envelope. Please don't use the parcel to avoid delaying the application.
(3) The project supporting unit must submit an electronic application form through the Internet before the deadline for accepting applications. The submission method can be selected as follows: 1) uploaded by the network through the natural science fund project application system (MiniIRIS system); 2) Manage the submission of "Islamic State" network information system () through fund projects. Since the electronic application form can only be generated by checking the information system, in order to avoid network congestion caused by centralized submission by all units before the application deadline, the project supporting units are requested to submit the electronic application form several days in advance.
(4) The project supporting unit applying for the NSFC project for the first time must register its unit before 5438+05 on February 6, 2006, and its researchers can apply for various NSFC projects only after being approved by the NSFC. Notice of audit results will be issued before March 1. Please refer to the website of NSFC for details about the procedures and requirements for registration of relevant units.
Two, the annual progress report of the fund project, the closing declaration and other related matters.
The person in charge of the fund project and the project supporting unit shall, in accordance with the requirements of the Measures for the Administration of Natural Science Fund Projects and Funds, submit the annual work progress report or project conclusion report and related materials in a timely manner. The contents of paper documents and electronic documents submitted must be consistent, and materials that are difficult to be submitted electronically should be submitted together with paper documents in the form of attachments.
The person in charge of the research fund project should carefully write the progress report of the project funded by the National Natural Science Foundation as required, and submit a paper document and an electronic document. The supporting unit of the project must submit the signed and sealed paper document to the relevant science department of the Natural Science Foundation of China before June 5438+1October 5, 2006 and log in to the Islamic State network information system of the fund project management to confirm the electronic document.
At the end of 2005, the person in charge of the project who should finish the project must carefully write the report on the project funded by the National Natural Science Foundation (hereinafter referred to as the report). The supporting unit of the project shall submit paper documents and electronic documents from March/KLOC-0 to March 3/KLOC-0, 2006.
(1) The materials for the closing project declared by the project supporting unit shall include: the official letter of the unit, the list of projects declared by the unit, the closing report of each project, and the summary table of final accounts of project funds signed and sealed by the unit.
(2) The paper documents shall be sent to the centralized acceptance working group of the Fund Committee after being signed and sealed; Electronic documents must be registered and confirmed in the "Islamic State" fund project management network information system.
(3) For the project supporting unit that submits the closing materials by mail, please indicate the words "closing materials" in the lower left corner of the envelope (the date is subject to the local postmark date). Incomplete materials and personal delivery will not be accepted.
Each project supporting unit should conscientiously sum up the situation in the implementation and management of the fund projects of its own unit, reflect the problems in time, actively put forward suggestions, write the annual management report as required, and log in to the "Islamic State" fund project management network information system before April 15 to submit electronic documents (no paper documents will be submitted separately).
Three. About the project guide and other matters.
The 2006 project guide was issued in mid-June 2005.
The website of the Natural Science Foundation of China publishes the latest application project guide and work trends at any time, so please check online in time.
Various electronic documents such as project management methods, forms, project guides and related operation instructions can be downloaded free of charge from the website of the Natural Science Foundation of China.
