The term philatelic products as mentioned in these Measures includes philatelic products and philatelic products. Stamp collecting refers to commemorative stamps, special stamps, postage envelopes, postage postcards, postage aerogrammes, etc. (including sheetlets, souvenir sheets and small promissory notes) are used for collection, operation or exchange outside the prescribed sales period. Philatelic products refer to the first day cover, souvenir cover, postal discount, postal card, extreme postcard, annual ticket book (discount), postmark cancelled ticket and landscape commemorative stamp set made of stamps or stamps stamped with postmark. Article 3 These Measures shall apply to stamp sales activities and the production, operation, exchange and management of stamp products within the administrative area of this province. Article 4 The provincial postal department is the administrative department in charge of the management of stamps and philatelic products in this province. The local (city) and county postal departments are responsible for the management of stamps and philatelic products within their respective administrative areas.
Industry and commerce, public security, customs, technical supervision and other departments shall, within the scope of their respective duties, assist the competent postal departments at all levels in the management of stamps and philatelic products. Article 5 Stamps and philatelic products shall be uniformly printed and distributed by the competent national postal department in accordance with regulations. No unit or individual may forge, copy or alter stamps and philatelic products. Article 6 Ordinary stamps, commemorative stamps and special stamps shall be sold by postal enterprises and their entrusted units and individuals within the sales period stipulated by the state. Without the entrustment of postal enterprises, no unit or individual may sell.
Postal enterprises and the units and individuals entrusted by them to sell ordinary stamps, commemorative stamps and special stamps within the prescribed sales period must sell at the par price or the sales price stipulated by the state.
Postal enterprises shall provide a certain number of commemorative stamps and special stamps that meet the current communication tariff standards for the units and individuals entrusted by them.
No unit or individual may sell stamps before the prescribed date of issue. Article 7 Special stamps shall be uniformly printed and distributed by the competent national postal department in accordance with regulations. For the use of specific personnel, no other unit or individual may operate or use it. Article 8. Imitation of stamp patterns and printing of printed matter similar to stamps must be reported to the provincial competent department of postal services for approval in accordance with regulations.
Printing units shall not print unauthorized imitation stamp patterns or printed copies similar to stamps.
It is forbidden to use wrong stamps, variant stamps and stamps whose circulation is prohibited or stopped by the state. Article 9 philatelic products shall be produced by national postal administrations, provincial postal administrations or their designated units in accordance with regulations, and no other individual or organization may produce them by itself. It is forbidden to forge, imitate or alter philatelic products. Tenth operating philatelic products to implement the declaration system. Units and individuals that declare the operation of philatelic products must meet the following conditions:
(1) Having funds and places suitable for the philatelic business;
(2) Having necessary service facilities;
(3) Having managers and management measures familiar with philatelic products business;
(four) in accordance with the relevant provisions of the state. Article 11 Units and individuals that declare to operate philatelic products shall provide the following information to the local (city) competent postal department:
(1) an application;
(2) Credit certificate;
(3) Articles of association or management system;
(4) Proof of ownership or right to use the business premises. Twelfth local (city) postal administrations shall put forward preliminary opinions within 10 days (except public holidays) from the date of receiving the application, and report them to the provincial postal administrations for examination and approval. The provincial competent postal department shall make a written decision on approval or disapproval within 10 days (except public holidays) from the date of receiving the preliminary examination opinions and materials submitted by the local (city) competent postal department. If it is approved, it shall issue an approval document; if it is not approved, it shall explain the reasons in writing.
Without the approval of the provincial competent department of postal services, no unit or individual may operate philatelic products. Thirteenth units or individuals applying for the operation of philatelic products shall hold the approval documents of the provincial competent department of postal services and go through the industrial and commercial registration with the local administrative department for industry and commerce before operating.
Units or individuals engaged in philatelic business must pay taxes according to law. Article 14 The validity period of the approval document is two years. If it is necessary to continue the operation after the expiration of the operation period, it shall apply for an extension within 30 days before the expiration.
If it is necessary to terminate the operation in advance within the validity period of the operation, it shall apply for cancellation procedures within 30 days before the termination of the operation. Article 15 No unit or individual may forge, alter, fraudulently use, buy or sell or transfer the approval document of philatelic products business without authorization.
No unit or individual may engage in self-made, forged, imitated, altered or goods whose circulation is prohibited by the state. Sixteenth stamp collectors can exchange philatelic products in the following places and activities:
(1) philatelic products trading market;
(2) The philatelic association organizes the exchange of philatelic products among its members;
(3) Social philatelic exchange activities held by enterprises, institutions or other organizations in public places;
(4) Enterprises, institutions or other organizations exchange philatelic products among their own stamp collectors.
