Article 1 In order to strengthen the management of setting public information signs in public places, improve the degree of urban civilization and modernization, beautify the urban environment, and promote the development of tourism in our city, these measures are formulated in accordance with the relevant national laws and regulations such as the Standardization Law of People's Republic of China (PRC) and the Regulations for the Implementation of the Standardization Law of People's Republic of China (PRC), and combined with the actual situation of this Municipality. Article 2 All units and individuals engaged in the design, production and sale of public information signs and the installation and use of public information signs within the administrative area of Hangzhou (including counties and cities under the jurisdiction of the city) shall abide by these measures. Article 3 The term "public information signs" as mentioned in these Measures refers to information signs made by writing, drawing, printing and other technologies using characters, letters, graphics, symbols and marks. In order to protect personal and property safety, service facilities set up in public places and marked with purpose and orientation. Article 4 People's governments at all levels shall earnestly strengthen their leadership over the standardization of public information signs and incorporate them into the planning of urban construction and tourism development. Article 5 The administrative department of technical supervision of Hangzhou Municipal People's Government shall be responsible for the unified organization, coordination, supervision and management of the standardization of public information signs in the whole city. County (city) technical supervision administrative department is responsible for the standardization management of public information signs within their respective administrative areas.

The municipal technical supervision administrative department may entrust the district technical supervision institution to be responsible for the standardization management of public information signs in this area. Article 6 All relevant administrative departments and industry authorities shall, in accordance with relevant national laws, regulations and rules, organize their own systems and industries to implement various standards of public information signs, and supervise and inspect the implementation. Article 7 The principle of "need, applicability and standardization" shall be followed in setting up public information signs, which is conducive to guiding people to conduct activities in public places in an orderly manner and improving the level of social civilization. Article 8 Hotels, restaurants, entertainment places, theaters, shopping malls, construction sites, hospitals, stadiums (gymnasiums), conference centers, exhibition halls, markets, airports, stations, docks, scenic tourist areas, museums, urban roads and public toilets. , must be equipped with corresponding public information signs according to regulations.

The specific setting scope and requirements of public information signs shall be formulated separately by the municipal technical supervision administrative department in conjunction with relevant departments in accordance with the relevant provisions of the state. Article 9 The setting of public information signs must be standardized, accurate and eye-catching, and conform to the national and industrial mandatory standards and the requirements of the Series Standards for Graphic Symbols of Public Information Signs, in which Chinese characters shall be standardized in accordance with the provisions of the Measures for the Administration of Chinese Characters in Hangzhou.

Where does not conform to the provisions of these measures * * * information signs, the setting unit shall be corrected in accordance with the requirements of the National Compulsory Standard for the Implementation of * * * information graphic symbols in Hangzhou. If you need to set up Chinese and English guide signs, you must comply with the relevant provisions of national and industry standards. Eleventh new projects, the construction unit shall incorporate the setting of public information signs into the project design at the same time, and the relevant departments shall take whether the signs are set and meet the national standards as one of the contents of the joint review of the project. When the construction project is completed and accepted, the relevant departments shall take the setting of public information signs as one of the acceptance contents. Twelfth units using public information signs shall regularly check the use of public information signs, and shall promptly repair and update them. Thirteenth public * * * information signs production unit, when making all kinds of signs, should be strictly in accordance with the relevant national and industry standards to make graphic symbols for public * * * information signs. All kinds of public information signs can only be sold after passing the inspection.

Sales units of public information signs must sell public information signs that have passed the inspection. Fourteenth in violation of these measures, one of the following acts shall be punished by the administrative department of technical supervision according to the seriousness of the case:

(a) failing to set up public information signs in accordance with the provisions, giving a warning and ordering it to make corrections within a time limit; If no correction is made within the time limit, a fine of 2,000 yuan or more will be imposed on 500 yuan, and a fine of 65,438 yuan +000 yuan will be imposed on the relevant responsible person at 500 yuan.

(two) if the setting of public information signs does not meet the national and industry standards, it shall be given a warning and ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 100 yuan and less than 1000 yuan shall be imposed, and a fine of more than 100 yuan and less than 500 yuan shall be imposed on the relevant responsible personnel.

(III) Whoever produces public information sign products that do not meet the relevant mandatory standards of the state and industry shall be ordered to stop production, the products shall be confiscated, and a fine of 20% to 50% of the value of the batch of products shall be imposed, and a fine of not less than 5,000 yuan from 500 yuan shall be imposed on the responsible person.

(4) those who sell public information sign products that do not meet the relevant mandatory standards of the state and industry shall be ordered to stop selling, their illegal income shall be confiscated, and a fine of more than 20% and less than 60% of the value of the products shall be imposed, and a fine of more than 500 yuan and less than 5,000 yuan shall be imposed on the responsible person. Fifteenth administrative penalties for violations of these measures must be implemented in accordance with the procedures stipulated in the Administrative Punishment Law of the People's Republic of China.
